REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.
Commissioners Sherry Coleman, Susan Dean, Jim Coleman and Tammy Kendell were present. Village Superintendent, Tyler Chriest, was also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.
Mayor Peltier led those present in the Pledge of Allegiance.
Minutes of the November 4, 2025 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Peltier advised that Chief Strike is not present for tonight’s meeting, but he’ll reach out to him tomorrow to see if there is anything that we need to be informed on.
Superintendent Chriest reported on recent work completed and thanked various individuals and groups. He thanked Susan Dean for decorating Lions Club Park and Elevate Tampico for decorating Reagan Park. He also thanked the Village Hall Office for helping him with the new Positive Response requirements for the JULIE locates.
Chriest reported that the park timer had been adjusted for daylight savings time, two lights on Main Street were replaced, flags were removed for the season and Christmas wreaths were put up. Heat trace and an insulation box were installed on the mud valve at the tower, 103 S. Canal water bow was repaired, and material was stockpiled for winter road maintenance. He checked with Reisy Door and confirmed the garage door is ordered with an expected 4-week lead time. A battery was installed in the mower, the generator at the water tower was exercised, and the door at the back of the RCC was finished and a light installed there.
Unidentified service lines were vacced and that information was added to the inventory spreadsheet. Plans for grants are being worked on with Willett & Hofmann. While the vac truck was available, lift stations were vacced prior to winter, and enzyme blocks were added to help with sewage over the next couple of months. Water to the parks and cemetery was shut off. About eight stumps were ground with the new stump grinder, which worked well. Snowplows were serviced, and lead and copper samples were put out with hopes for good participation. Chriest is still waiting on some sample packs for the school.
Chriest noted that a new thumb is needed on the back part of the backhoe, which is currently at Cylinders Plus, and the cutting edge on the front blade needs repair.
He stated he would like to add a toilet at the shop and install a small bathroom there. He would also like to order castings and risers for manholes to replace consumable parts used earlier in the year. He plans to check with Cole on a couple of trees he would still like to address this year. He also needs to check in with St. Mary’s Church regarding the sidewalk that was removed to grind a stump for a tree they had removed. It is Village sidewalk, but it had to be removed for stump grinding and may have been partially broken when the tree was taken down. St. Mary’s plans to blacktop that parking space.
Chriest plans to meet with Mike Sigel to discuss the sidewalk and potential drainage issues, and mentioned Sigel had discussed possibly taking out that sidewalk, raising it to meet the road profile, and blacktopping in between. Mayor Peltier instructed Chriest to speak with Sigel to determine their complete plan and report back.
Chriest advised that Chief Strike asked him to add a few lights in the Police Department office. The existing lights are not compatible with what is needed, so new lights will need to be purchased. He would also like to add more lights at the shop, replacing remaining fluorescent fixtures with LEDs. The Mayor and Council agreed, noting it may be cheaper in the long run.
Commissioner Dean asked about the sidewalk in front of the post office. Mayor Peltier stated he would get an update but indicated they are waiting on grant approval or an award letter. Dean noted mud holes there are about to become ice again. Mayor Peltier stated that due to upcoming weather, it is unlikely the project can be bid and completed before spring.
Superintendent Chriest said he is considering contacting Mike with Willett & Hofmann to discuss potential road improvement projects for next year using MFT funds and asked for suggestions from the Mayor and Council. Mayor Peltier agreed it is a good idea to plan projects ahead of budget time.
Chriest reported he will be on vacation from December 17th through December 29th. Commissioner Kendell asked if Zig would plow if needed during that time; Mayor Peltier said he and Zig can handle it. Kendell stated that a notice should again be put out reminding residents to pull trash bins off the road, especially during plowing. Clerk McIntire agreed to post the notice.
Remarks from Guests
Village resident, Rick Dean, was on the agenda to discuss a possible partial alley purchase but was unable to attend the meeting.
Unfinished Business
There was no unfinished business at this time.
New Business
The only item under new business was to review, discuss, and approve the TACB sale (Tara Walters). Clerk McIntire advised that Village attorney, Mr. Shirk, sent a letter explaining why a vote was required and that Jeff and Deanne Hinton would like to purchase the building.
Mayor Peltier stated it appears to be a formality. Tara Walters reported that no by-laws could be found. The TACB Committee is formally known as a recreation committee established in the 1980s. Steps were taken to prove that TACB is actually the Tampico Rec Committee, that it owns the property, and is still operated under the Village.
Commissioner Dean confirmed that after the sale, the Village will no longer have ties to the building or the committee, and Walters agreed. The building will be privately owned and used for a gardening/canning business, which will generate more revenue for the town. Walters explained that the TACB committee will decide how to distribute sale proceeds among various non-profits in town and that the plan is to dissolve the committee once everything is completed.
Clerk McIntire asked about a potential closing date. Walters indicated November 30th and noted a workday on November 28th at 9:00 AM to determine what to do with items not attached or screwed into the building. The Hintons are invited to attend that day if there is anything they would like. Clerk McIntire advised the new owners to visit the office after closing so the property can be placed in their name.
Deann Hinton stated they plan to create a shared kitchen so community members can commercialize their businesses. The Mayor and Council expressed their approval of the idea.
A motion to approve the sale of the Tampico Area Community Building to Jeff and Deann Hinton was made by Commissioner Dean, seconded by Commissioner S. Coleman. “Yes” votes were cast by S. Coleman, Dean, J. Coleman, Kendell, and Mayor Peltier. The motion carried.
Building Permits
Building permits approved by Zoning Administrator, Tyler Chriest, were:
• 103 Canal St. – Roof and Fascia
• 305 N. Joy St. – Front Door
Communications
Clerk McIntire advised that Tampico Village Hall will be closed November 27th and November 28th. Garbage will be picked up on Saturday, November 29th that week.
She further advised that signs will be hung again for the Helping Others Holiday Gifting program, where residents can gift a payment toward another Village resident’s utility bill, either acknowledged or anonymous. Interested persons can contact Village Hall.
With colder temperatures approaching, residents who plan to drip their faucets are instructed to contact Village Hall. Residents are asked not to contact clerks through private communication, as it may be overlooked. The official list is kept in the office, and messages can be left on the answering machine outside of office hours.
McIntire also advised that the Zoning Committee will meet on Tuesday, November 25th at 6:00 PM in the meeting room. The meeting is open to the public and will address amendments to the current Solar Energy Systems ordinance.
She reported that this month’s Red Tag Notice numbers were lower. Several phone calls were received regarding the upcoming $25.00 Red Tag Fee that begins January 2026. It is encouraging that residents are attempting to resolve past due balances to avoid a Red Tag Notice. Commissioner Dean stated that this was the intended outcome.
Bills were ordered paid on a motion by Commissioner Kendell, seconded by Commissioner J. Coleman. “Yes” votes were cast by S. Coleman, Dean, J. Coleman, Kendell, and Mayor Peltier. The motion carried.

The next Regular Meeting of the Tampico Village Council is scheduled for Tuesday, December 2, 2025 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
