REGULAR MEETING OF THE MAYOR AND COUNCIL
OF THE VILLAGE OF TAMPICO
Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM. Commissioners Sherry Coleman, Susan Dean, Jim Coleman and Tammy Kendell were present.
Village Chief of Police, Terry Strike, was also present.
Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.
Mayor Peltier led those present in the Pledge of Allegiance.
Minutes of the August 4, 2026 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Peltier advised that Mike Bornsheuer had his first game club here at the RCC gym last Thursday, but I haven’t spoken with him since to see how many participated. I will reach out to him to see how it went and he has another game night scheduled for this Thursday.
Mayor Peltier reported that he reached out to the contractor with MRT who the Village purchased the generators through for out at the lift stations. We have already paid them half and it’s been over a year now and they still haven’t installed the generators. I called him last week and he said he’d either get out here this week or next week to get it taken care of. I’ll follow up with them if I don’t see or hear anything from them.
Chief Strike reported that school starts this week and he’s working on some yards that need taken care of. Chief Strike also reported that he hasn’t heard from Larry Harrell on his building, so next week he’ll start getting fined on that. He also reported that Beverly Adamson has taken care of the liner in her pool.
Mayor Peltier let the Chief know that he could help with any letters or communication with the Larry Harrell situation.
Mayor Peltier gave an update in regard to the potential B&B in Tampico. We haven’t heard back from our lawyer yet. We had to reach out to him to make sure we do everything correctly on our end that needs taken care of to make this happen. Mayor Peltier said we have no objections to this happening. It was the most detailed proposal that I’ve ever seen. I hope everything works out great because it would be a great addition to our community. Clerk McIntire said when I spoke to our attorney, he advised that he just wanted to look into if there are any stipulations we need to set in place with an ordinance and he also wants to check into if there’s anything that needs to take place to make sure the surrounding neighbors are ok with the B&B. He did say that everything that’s related to the needs of the County isn’t anything our office would have to worry about because the location of the proposed B&B is within Village limits. Mayor Peltier said we just might have to take care of zoning permits and things like that. Commissioner Kendell said the big thing is that she will be staying there with the guests. Mayor Peltier said everything looked great and it looks like you have a good idea of how you want it to work.
Stephanie Christensen was present and said she didn’t have the section completed for when she’ll need the fire department to come and do their inspection, but when all that is done it will be added. Christensen said I’m currently measuring out the house and creating a map. Mayor Peltier said we’ll be sure to reach out to you once we hear back from the lawyer. Clerk McIntire added that Christensen will want to contact Brian Wetzell once she’s ready for the inspection by the fire department. Christensen said she’ll be in contact once everything is completed. Mayor Peltier said that sounds good.

Unfinished Business
The Mayor and Council began to review/discuss update with DCEO Grant Project – Quotes and PNB Banking information. Mayor Peltier said I did start reaching out for quotes, but I ran into an issue because we don’t have a drawing for anything. We have estimates for the cost of the project but not a drawing for it. I reached out to Mike Ohoro who initially worked on the project for us and he’s going to try to find some drawings and if there aren’t any, he’s going to put some together. Commissioner Kendell said we just need a hand drawing for the perimeters. It doesn’t have to be really detailed, just detailed enough. Mayor Peltier said I’ll reach back out to Ohoro tomorrow.
Clerk McIntire reported I reached out to Dan Pepin, and he said once we get the quotes from the contractors, we can move forward with the next step. I also spoke with the loan officer at PNB, and he said all he’d need from us are the meeting minutes showing the vote to approve getting the loan and he’ll need to know who will be signing on behalf of the Village. Once the bank has that information, they should be able to get the loan together in a couple days. Mayor Peltier said perfect, that sounds good. Clerk McIntire said we should be able to put off getting the loan until we need it.
Mayor Peltier added that I also got an update from Dan Pepin. Initially, we were supposed to get $100,000.00 for this grant, but it sounds like the actual number might be closer to $112,000.00.
New Business
First under new business was to review/discuss/approve Ordinance NO.O02-26-08-18 an Ordinance Authorizing Sale of Municipally Owned Real Estate – Open Bids. The Village received one bid from Carlee Kelly & Zachary Dunaway in the amount of $8,000.00. Their intention is to maintain 1-2 current buildings on the property and to update the siding and roof as well as removing the other 2-3 buildings within 3 years of purchase. It will be completed sooner if able to. A motion was made by Commissioner J. Coleman, second by Commissioner Kendell, to approve the ordinance and the bid amount of $8,000.00 for sale of the real estate to Carlee Kelly & Zachary Dunaway. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried. Clerk McIntire said I’ll contact our lawyer tomorrow to make sure we get everything we need to finalize the sale.
Next the Council began to review/discuss the 2025-2026 Treasurers Report. Clerk McIntire advised that there was a typo in the copy provided in the meeting packets, and that the correct number under the General column by Other Financing Sources is $3,750.00. Clerk McIntire said this is a condensed version of the report provided directly by the auditors, and that report is also available to review in her office. Once this is approved, it will be published in the newspaper then sent over to the Whiteside County Treasurer-Collector. A motion to approve the 2025-2026 Treasurers Report was made by Commissioner S. Coleman, second by Commissioner Dean. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.
Last under new business was to review/discuss/approve partial property purchase from Mike Sigel for new Water Treatment Plant. Mayor Peltier advised that Willett & Hofmann came down yesterday and staked everything out for the proposed location of the new water treatment plant. There are a few more things they need to adjust, but they did provide a drawing for everyone to review. Mayor Peltier said Sigel is very much on board with this project. He does not want the Village to miss out on the 6 million for the treatment plant and he’s supportive of trying to work something out. The portion of his property that we would need to purchase is not very large. The portion needed is approximately 2,600 square feet. Mayor Peltier said I’ll be meeting with Sigel again sometime next week to come up with either a price for that portion or another arrangement so we can make this work. Sigel has been very supportive, helpful and on board to make this happen. We are in a much better position with this option than we were a month ago. The drawing of the proposed location is available to look at. If we do go with this site, a portion of Mens Club drive will be shut down. If you’re coming into Casey’s, you’ll only be able to go as far as the alley there behind Casey’s. That alley will still be assessable, but the portion of the road past it will have to be shut down. Mayor Peltier said at this point, we have to do what we can to make it happen. The Council agreed. Mayor Peltier said it will not affect Casey’s in any way. There will still be two points of access available, and the alley behind it will still be open.
Building Permits
There were no building permits to review at this time.
Communications
Clerk McIntire advised that the 2027 Consolidated Election Petition Circulation will begin August 25th. Anyone who wants to run for the available positions of 4 Commissioner Seats or the position of Mayor for the Village of Tampico for a 4-year term can come in for petition packets as of that date. They cannot be turned into the office until November 16th, and they will be accepted in the office until November 23rd at 5PM. There are detailed instructions on what’s needed to run for those positions in the petition packets.
Clerk McIntire said going off that subject, I reached out to Mr. Shirk a while back about the salary that is paid for the positions of Mayor and Commissioners. The compensation for those positions has not been changed in quite some time. I asked Mr. Shirk what the process is to have a pay increase for those positions, and it would include a passed ordinance that would need to happen 180 days before the beginning of the new term, which is when the increased compensation would take effect. Currently, the Mayor makes an annual salary of $1,500.00 a year or $125.00 per month, and the Commissioners make an annual salary of $900.00 a year or $75.00 a month. It has been that way for the Mayor since approximately 2007 and I couldn’t find when the Commissioners last had a salary increase. Clerk McIntire said if you’d like to make a change, the ordinance will have to be approved by the second meeting in October. I wanted to bring this up in plenty of time for you to think about it and take action, if you so choose.
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner J. Coleman. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.
The meeting adjourned at 7:19PM. The next Regular Meeting of the Tampico Village Council is scheduled for Tuesday, September 1, 2026 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
