REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Sherry Coleman, Susan Dean, Jim Coleman and Tammy Kendell were present. Chief Strike and Village Public Works Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.

Mayor Peltier led those present in the Pledge of Allegiance.

Minutes of the January 2, 2024 Regular Meeting were approved as presented.

Reports of Village Officials
Superintendent Chriest advised we got a lot of snow so there were a few struggles. Commissioner Kendell said they did a great job plowing and everyone agreed. Chriest advised that he received help from Mayor Peltier and Rick Dean, along with Public Works employees Steve and Kelly. Chriest said the new salt shed worked really well and was a time saver. Commissioner Dean asked if they fueled up with the new barrels. Chriest replied yes with the diesel, but the gas barrel has not been filled yet. Chriest advised there were some mechanical issues with the tractor, but he’s been in contact with Martin & Company to help with the issue. Then hopefully they’ll be able to haul off more of the snow piles around town.

Remarks from Guests
Bill Leftwich was present to discuss possibly renting the RCC Gym for a Basketball League. Leftwich is a Recreation Manager from Sterling. He has ran basketball leagues for the past 44 years. He is looking for a dedicated home for his basketball leagues as it no longer works for his prior arrangements. He typically has 3 – 8 team leagues that runs for about an hour and a half. Leftwich explained that the RCC gym has a full court, but he would bring in portable baskets to make side courts so more teams can play at one time. The league would take place on Sundays either from 2:30PM to 7:00PM or 1:00PM to 7:00PM. Mayor Peltier asked what time of the year these leagues are held. Leftwich replied in the fall from around Halloween to before Christmas, then the week after the Super Bowl to sometime in April for the winter league, and then the summer league is generally early June to mid-August. Leftwich said they would usually never start earlier than 1:00PM and usually end by 7:00PM or 9:00PM at the latest, although there was one time they stayed until midnight. Mayor Peltier said this will need to be discussed as our community does use the gym quite a bit for birthday and holiday parties. It was asked how much the rent would be. Leftwich said he is open to whatever the Village proposes. The league is funded by charging each player a certain price. Mayor Peltier said it will be discussed and he’ll be in contact.

Jennifer Butts, owner of Sweet Butts Cotton Candy with a location on Main Street in the works, was present to ask about a possible TIF District for the Village of Tampico. Butts said it would be very beneficial for businesses in town and that she’d be willing to help create one for the Village. Mayor Peltier advised that he will reach out to the County Enterprise Zone because they speak about TIF Districts quite often at their quarterly meetings and there should be a meeting coming up soon. He will make some calls and reach out about it.

Unfinished Business
There was no unfinished business.

New Business
A motion was made by Commissioner Kendell, second by Commissioner J. Coleman, to approve Ordinance NO.O05-24-01-16 Authorizing the Sale of Certain Personal Property Owned by the Village of Tampico, a 2011 Crown Vic Police Squad being sold in as is condition. It will be an open bid which can be turned in to Village Hall by Friday, February 16th. Clerk McIntire advised there have been a few people interested and the vehicle cannot be sold to a Village employee or elected/appointed member of the Village. It can however be sold to a family member, if they have the highest bid. “Yes” votes to approve the ordinance were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.

A motion was made by Commissioner Dean, second by Commissioner S. Coleman, to approve Resolution NO.R04-24-01-16 Confidentiality or Release of Closed Meeting Minutes from July 1, 2023 to December 31, 2023 – to keep them Confidential. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.

Next, the Council reviewed the List of Persons Required to File a Statement of Economic Interest. That list was provided to all those who will be required to fill it out. Clerk McIntire advised that this is mandatory, and it will be mailed to each individual from the Whiteside County Clerk. Clerk McIntire said she is here to help if anyone has any questions.

The Council began to review the possible approval permitting the Installation of a High Tunnel (greenhouse) Structure at Lots 10-11 & 12 BLK 11 located on N. Washington St. and W. Second St. (Jeff Hinton) per 17.12.155 Modifications and Exceptions and 17.20.010 Permitted Principal Uses – the owner must follow exactly what was presented. Mayor Peltier advised that Mr. Shirk advised that nothing has to be done as far as rezoning goes because Ag is permitted in residential areas. The information that was provided to both the Village Hall office and to residents in that area does have to be followed exactly how it was presented. Commissioner Kendell asked Hinton when the structure will be removed every year. Dee Hinton replied that it is removed during the winter season, so it would just depend on when the heavy snow begins and that’s when it would be removed so not to be damaged. Mayor Peltier said so it will basically come down sometime in the winter and go back up sometime in the spring. Hinton replied correct. Kendell asked where the structure will be stored. Hinton replied off location. A motion to approve permitting the structure was made by Commissioner S. Coleman, second by Commissioner Dean. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried. Clerk McIntire was asked to remind Village residents to follow the proper steps of getting your proper permits before starting any projects in case there is an issue that may require more time. Commissioner Dean said this worked out well because it’s not a permanent structure. Clerk McIntire agreed.

The final item under new business is to review and possibly approve the Contract with Whiteside County Animal Control. Clerk McIntire advised that there is a price increase, but this is the first one in many years. This contract is for 3 years, per usual. The charge was an annual payment of $1,500 where now it’s $1,650 for the first year, $1,800 for the second year and $1,950 for the third year of this agreement. A motion to approve the agreement was made by Commissioner Kendell, second by Commissioner J. Coleman. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.

Mayor Peltier advised that he was asked if there is a way for Village residents to receive notices without the use of the internet. Clerk McIntire said there is a text alert program through Sauk Valley that residents can sign up for. The information and instructions are in the office for anyone who would like to sign up. Residents are also always welcome to call Village Hall with any questions during office hours.

Building Permits
There were no building permits to be approved.

Communications
Clerk McIntire advised that garbage pick up will take place Saturday, January 20th this week due to issues with the weather and cold temperatures. Residents will be able to put out any extra garbage they may have accumulated during this time. Please make sure it’s out to the curb by 6:00AM Saturday morning.

Clerk McIntire also reminded that the Village employee holiday party was rescheduled to happen this Friday, January 19th at 6:30PM at Harvest Bakery in Erie.

Clerk McIntire advised that budget sheets will be distributed to the Mayor and Council at the next meeting to start that process. Clerk McIntire said that we may need to get the appropriation ordinance done sooner than usual per the auditors instructions.

Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner J. Coleman. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.

The meeting adjourned at 7:30 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, February 6, 2024 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
