Regular Meeting of the Mayor and Council of the Village of Tampico
February 3, 2026

Reagan Community Center
Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Sherry Coleman, Susan Dean, Jim Coleman and Tammy Kendell were present.
Chief Strike and part-time Officer, Jacob Reul, were also present.
Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.
Mayor Peltier led those present in the Pledge of Allegiance.
Minutes of the January 20, 2026 Regular Meeting were approved as presented.
Reports of Village Officials
There were no reports from Village Officials at this time.
Remarks from Guests
Kenneth Burn with Sauk Valley Community College was on the agenda to speak about the IMPACT Program but was unable to attend the meeting.
Unfinished Business
There was no Unfinished Business at this time.
New Business
The Council began to review / discuss water / sewer rate increase. Clerk McIntire advised that this is the last increase based on the chart of suggested increases provided by Matt Hansen with Willett & Hofmann.
The total increase for both water and sewer would be $1.93, changing the minimum utility bill from $91.72 to $93.65.
The new rates for any usage over 3,000 gallons for water will have a $4.15 increase per 1,000 gallons and any usage over 3,000 gallons for sewer will have a $3.77 increase per 1,000 gallons. Clerk McIntire said last time the rate increase was approved, it was effective May 1st to coincide with the new fiscal year. I can place this on the agenda for the next meeting and make the rate increase effective May 1st of 2026 if that’s what you would like. The Mayor and Council agreed to that time frame.
Building Permits
There were no Building Permits to review at this time.
Communications
Clerk McIntire provided the Mayor and Council with their Illinois Municipal League magazines.
Clerk McIntire also advised that she provided the Mayor and Council with a current budget worksheet to start reviewing
the figures for the new budget appropriations ordinance. Clerk McIntire advised that she highlighted the line items
that have gone over, but a couple of them are due to the change with the software. Clerk McIntire advised that she
also provided Chief Strike and Superintendent Chriest a copy so they can decide if there are any major projects or
purchases that we can account for with the new budget.
A Special Budget Meeting can be held before the March 3rd Regular Meeting, and then we may need to schedule a Special Meeting to approve the Appropriations Ordinance since the March 17th meeting was canceled due to the election. The Mayor and Council said that sounded like a good plan.
Clerk McIntire advised that our LOCiS representative created a chart of accounts report to show where the cash accounts currently stand.
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner J. Coleman. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.
The meeting adjourned at 7:05 PM. The next Regular Meeting of the Tampico Village Council is scheduled for Tuesday, February 17, 2026 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
