SPECIAL MEETING OF THE MAYOR & COMMISSIONERS OF THE VILLAGE OF TAMPICO
July 22, 2013, 6:00 PM

The Special Meeting of the Tampico Village Council was called to order at 6:00 PM, July 22, 2013, in Tampico Village Hall by Mayor Kristine L. Hill.

Roll Call was taken by Village Clerk Kathy Leathers who recorded the written minutes. Present were Commissioners Toby Johnson, Bruce Hill and Mary Jo Sigel. Commissioner Carlos “Butch” McNinch was absent.

Mayor Hill told council members she called the special meeting to discuss a list of used building equipment at the former Tampico Grade School. As a courtesy, the PLT Community Unit School District #3 had offered the items to the Village since the school district would no longer need them. She also stated she has received no official word if the school district had decided to offer the soon to be unused building to the village.

The items offered were the PA System in the gym; kitchen items including the newer sink and large refrigerator; 6-window air conditioners; Entry Security System; their AED; an intercom system; phone system; wiring for computers and the playground equipment.

Clerk Leathers advised them, prior to the meeting, she had asked Village Attorney, William Shirk, if monies from the Public Benefit Fund could be used for the purchase of the items they were interested in. She said Mr. Shirk told her use of Public Benefit Funds is very broad and if the council were going to use any of the items purchased for the benefit of the village, its use should be okay.

The council reviewed all the items on the list and selected the following items they would be interested in. Mayor Hill reported she had researched like, kind and quality of the items on the internet and recommended a price for each item. If the council should like to have the PA system in the gym ($600.00), the kitchen items ($1,000.00), the window air conditioners (6 for $100.00 each), the AED ($300.00) and the playground equipment on both sides of the building ($2,000.00). Mayor Hill suggested to the council the other items on the list would not be needed if the school district decided to have the village take over the building.

Commissioner Sigel stated the village should make an offer, using Public Benefit Funds, with the age of the items taken into consideration.

On a motion by Commissioner Johnson, second by Commissioner Sigel, approval was given for Mayor Hill to offer PLT Community Unit District #3 $5000.00 for the selected list of used building equipment items. “Yes” votes were Johnson, Hill, Sigel and Mayor Hill. The motion carried.

There being no further business at this time, the meeting adjourned at 6:36 PM. The next regularly scheduled meeting will be August 6, 2013 at 7:00 PM in Tampico Village Hall.
