Regular Meeting of the Mayor and Council
Village of Tampico
September 1, 2026 – 7:00 PM
Reagan Community Center
Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.
Commissioners Sherry Coleman, Jim Coleman and Tammy Kendell were present. Commissioner Susan Dean was absent.
Village Chief of Police Terry Strike and Village Superintendent Tyler Chriest were also present. Village Clerk Jamie McIntire was present and recorded the written and audio minutes.
Mayor Peltier led those present in the Pledge of Allegiance.
Minutes of the August 18, 2026 Regular Meeting were approved as presented.
Reports of Village Officials
Superintendent Chriest advised that since Zig has been off, it’s been a struggle for me to keep up with the mowing after all the rain. I’ve had Clint come in the last couple days to help, and I’d like you guys to consider hiring him part-time. He’s willing to do it for the same wage that Steve’s working for. It would be mainly to help when Steve isn’t around or just some additional help during the bigger projects.
Chriest added that we had to replace a ballast on one of the streetlights along Main Street. The ballast we used initially with the streetlight project have since been discontinued. Chriest said I’ll do some research to find what will be compatible with those lights. Once I find it, I’d like to purchase one to make sure it works properly, then if so, I’d like to purchase a couple more because I’ve already replaced approximately 5 or 6 since I’ve started working here. Chriest said initially, D&E sourced the rest of the ballast for those lights back when that project took place. Since then, I’ve gone through most of them and only have 2 left.
Chriest advised that we’ve gotten started on the generator installs for the lift stations. All is going pretty well. Chriest said I’m working with FS on fuel supply to run the units. Hopefully within the next couple of days, we’ll have those hooked up and running.
Mayor Peltier said I do have the application from Clint, John Clint Morse. He worked with Tyler over in Prophetstown. He’s worked for Municipalities for quite a while and he’s very knowledgeable. He’ll give Tyler a hand whenever we have water leaks or sewer issues. Mayor Peltier said I think he would be a good asset to have on the payroll for when he’s needed. Like Tyler said, it would be for the times that Steve isn’t around or for the bigger projects where it would help to have an additional hand. Mayor Peltier said we’ll have the option to hire Clint placed on the next meeting agenda.
Chief Strike reported that Larry Harrell has the roof off of his garage. He’s slow going but he’s working at it. Chief Strike said I’m going to keep on him.
Chief Strike reported that I also have a couple people interested in working part-time for the Village. They are both currently cops. Mayor Peltier said Chief Strike did mention to me earlier this week that the two interested both currently work for Morrison. One is a seasoned police officer, and the other is a little bit newer out of the academy. It would give him more flexibility with the part-time hours. The last one I saw only had about 24 hours worked out of the part-time.
Mayor Peltier said we can discuss it further and add it to the next meeting agenda. Clerk McIntire informed Chief Strike that there are applications in the office that he can provide for the two interested officers. Chief Strike said I got Will working a few days and Reece said he’ll cover some Saturdays. If I can get 3 nights coverage, we’ll be sitting pretty decent.

Unfinished Business
The Mayor and Council began to review/discuss update with DCEO Grant Project – Quotes. Mayor Peltier advised that I haven’t received anything back yet from Willett & Hofmann. I did message Mike again today. He’s usually pretty quick to respond but maybe he’s on vacation or something.
Mayor Peltier said if I don’t hear back from him within the next couple of days, I’ll reach out to Matt Hansen to see if he can put me in contact with someone else. I hope by the end of this week I’ll get the drawings for the projects so we can go out for some quotes and get that going.
Next was to review/discuss/approve partial property purchase from Mike Sigel for New Water Treatment Plant. Mayor Peltier reported that Matt Hansen messaged me today and asked if we had an agreement made with Mike to purchase that portion of the property, which we don’t. I will get with Mike to see what he’s thinking on all that.
Mayor Peltier said we’re not as time crunched as we were before. It’s something we do need to get figured out so hopefully we’ll have an answer by the next meeting and are able to make a decision.
New Business
First under new business was to review/discuss ordinance samples for Short-Term Rentals – B&B per Village Attorney. Mayor Peltier said we received information from Bill Shirk with some examples of ordinances from other municipalities. I looked through them and some were pretty extensive where others weren’t.
Mayor Peltier said the ones that I felt would best fit our situation were the one from Rock Island and the one from Naperville. They both prohibit short-term rentals except hotels, motels and bed and breakfasts. We can change the wording to just allow bed and breakfasts. Those ordinances weren’t super long, but they did appear to cover everything that we would need and follows the scope of what she’s trying to do.
Commissioner Kendell said go with the one set up for bed and breakfast and that she has to be there at the residence which will alleviate any little windows that people might try to sneak through. Mayor Peltier said I do believe that her having to be there is already stated in the County and/or State’s regulations as well. We will definitely have it included in ours.
Clerk McIntire said I’ll reach out to Mr. Shirk to let him know what was decided so he can draft the ordinance and hopefully have it ready to approve by the next meeting.
Last under new business was to review/discuss ordinance to increase salaries for Mayor and Commissioner positions.
Clerk McIntire said I have information of what a few surrounding municipalities are set at for those positions. I found the information from a survey that was recently completed on the Illinois Municipal League website.
We currently pay our mayor $1,500.00 annually and each Commissioner $900.00 annually. Lydon pays their mayor $40.00 per meeting and pays the Trustee’s $20.00 per meeting. Morrison pays their mayor $2,200.00 annually and pays the Alderperson’s $1,800.00 annually. Prophetstown only had listed that they pay their mayor $333.33 monthly and Sheffield only had listed that they pay their mayor $1,000.00 annually.
Clerk McIntire said if you choose to increase those current salaries, I’ll just have to let Mr. Shirk know the decided amounts for him to draft the ordinance for approval by the second meeting in October, making it effective in April of 2027 when the new term begins after the April 6th election.
Mayor Peltier said the last increase was approximately 20 years ago. I tried researching it online and there wasn’t much for public information. The ones I did find were from a long time ago.
Commissioner J. Coleman said I think there does need to be an increase. I probably won’t run again but I think the positions should get the same amount for every meeting, especially the position of mayor. You have the hardest part of the whole thing. Commissioner J. Coleman said that’s just how I feel. What the Mayor does is not an easy job, and he has another job and all that with it.
Mayor Peltier said we’ll table this until the next meeting.

Communications
Clerk McIntire advised that petition packets are available in the Village Hall office for the April 6th Election for the positions of mayor and 4 commissioner seats. Those petitions can not be turned in until November 16th through November 23rd. The directions for all the required information are clearly stated in the packets.
Clerk McIntire advised that the Village Hall office will be closed on Monday, September 7th for Labor Day. Garbage will be picked up on Saturday, September 12th that week due to the holiday.
Clerk McIntire reported that mailings went out yesterday afternoon to all the residents in town. The IEPA required our office to provide a late notice from our 2025 water service line mailings that stated whether the service line was lead, galvanized or unknown.
We mailed those out a few weeks later than when they were due, so that’s why we had to provide the late notice. Our office just found out yesterday morning and we had them mailed out by yesterday afternoon. They’re pretty straight forward and nothing is required of the residents. There is a contact number provided in the notice if they have any questions.
Clerk McIntire said we mailed our notices early this year, so hopefully we won’t have to send out this notice again in the future.
Bills
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner J. Coleman.
“Yes” votes were S. Coleman, J. Coleman, Kendell and Mayor Peltier. The motion carried.

The next Regular Meeting of the Tampico Village Council is scheduled for Tuesday, September 15, 2026 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
