Regular Meeting of the Mayor and Council
Village of Tampico
Commissioners Sherry Coleman and Susan Dean were present. Commissioners Jim Coleman and Tammy Kendell were absent. Chief Strike and Village Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.
Mayor Peltier led those present in the Pledge of Allegiance.
Minutes of the April 7, 2026 Regular Meeting were approved as presented.
On a motion made by Commissioner Dean, second by Commissioner S. Coleman, a renewal for Class E Liquor License No. 100-50 was approved for Casey’s Retail Company, DBA Casey’s General Store #1304, 201 S. Main St., from May 1, 2026 to October 31, 2026 for a fee of $600.00. “Yes” votes were S. Coleman, Dean and Mayor Peltier. The motion carried. The $600.00 fee was paid.
After review of a renewal liquor license application from the Kickback Saloon CO., Nels Miller, Commissioner Dean motioned, second by Commissioner S. Coleman, that a Class A Liquor License No. 100-53 for the Kickback Saloon CO., 102 N. Main Street, be approved from May 1, 2026 to October 31, 2026. The fee of $400.00 was paid. “Yes” votes were S. Coleman, Dean and Mayor Peltier. The motion carried.
Commissioner Dean motioned, Commissioner S. Coleman second, that a Mechanical Amusement Device License No. T-108, for the Kickback Saloon CO., (Nels Miller), 102 N. Main Street, to operate certain amusement devices from May 1, 2026 to April 30, 2027. The fee of $50.00 has been paid. “Yes” votes were S. Coleman, Dean and Mayor Peltier. The motion carried.
After review of a renewal liquor license application from the Break Room Pub N Grub, Jared and Shayann Strader, Commissioner Dean motioned, second by Commissioner S. Coleman, that a Class A Liquor License No. 100-51 for the Break Room Pub N Grub, LLC, (Jared and Shayann Strader), 122 S. Main Street, be approved from May 1, 2026 to October 31, 2026. The fee of $400.00 was paid. “Yes” votes were S. Coleman, Dean and Mayor Peltier. The motion carried.

Reports of Village Officials
Superintendent Chriest reported there was a service line that needed replaced today that went fairly well. Chriest reported that they’ve also performed some maintenance to the lift stations and there was a pump seal failure alarm. Chriest said he’ll be monitoring that closely, but we may need to consider pricing out a new pump, at least one of them. Chriest said we’ve been servicing equipment and started cleaning up properties. Chriest said he would like to encourage the residents to do the same. It’s that time of year to get things looking nice. Mayor Peltier said Clerk McIntire will give more details during communications, but we do have spring clean up coming up where there will be a few dumpsters provided for clean-up.
Chief Strike reported that part-time officer Reece Strike will be working part-time for Prophetstown as well as the Village. Chief Strike also reported that part-time officer Will Lukehart is scheduled to work more. He’s currently scheduled to work 8 days in May to help out.
A motion was made by Commissioner Dean, second by Commissioner S. Coleman, to approve a fence permit for 306 N. Joy St. – Joanne Wakenight. “Yes” votes were S. Coleman, Dean and Mayor Peltier. The motion carried. Superintendent Chriest advised that she took down the privacy fence that she had and is replacing it with a chain-link fence.
Next was a fence permit for 103 N. Washington St. – Gordon Sigel. Mayor Peltier advised that he submitted his permit on April 10th with his drawing and all necessary information. He’s also taking down what we asked him to take down and replacing it with chain-link. Village resident Wendi Johns commented that the fence is already up. Commissioner Dean said correct. He got permission when he put this in. It’s the original one from when we had the meeting before. As long as he had approved building material, he was ok to put it up. Mayor Peltier said we asked him to take down what he had up and right before the winter and he asked if he could leave it up until the spring. It’s since been taken down and he was approved to put up the chain- link fence. Dean said he did exactly as we asked him to do. Mayor Peltier said this other fence has already been put up too before being approved at the meeting. We usually don’t have any issues with fence permits as long as it’s approved materials and nothing that’s going to be questionable. A motion to approve the fence permit was made by Commissioner Dean, second by Commissioner S. Coleman. “Yes” votes were S. Coleman, Dean and Mayor Peltier. The motion carried.
Remarks from Guests
Village resident, Zachary Dunaway, was present to ask if there was an update on his plans for the Village property that he’s interested in purchasing which was discussed previously. Mayor Peltier advised that he wasn’t at the last meeting when it was discussed, but we’ll get this on the agenda for the next meeting. Commissioner Dean said I think we need to speak to the attorney about the proper steps. It may need to be put up for bid since it’s Village owned property. Clerk McIntire said she’ll email the attorney tomorrow and CC the Mayor in on it, so we know what steps we need to take to get the ball rolling. Mayor Peltier said once we hear from the attorney to clarify everything, we’ll be sure to get it on the agenda. Dunaway said he had spoken with Pat Burke who has taken down other buildings in town and he provided a rough estimate of the cost to get the trailers taken down. He’s trying to get ahold of the school since they were apart of the school in the past about the records on the asbestos and that information. If the records show no asbestos, it won’t be an issue but if the records say otherwise, they will have to be inspected and that whole process before being taken down. Mayor Peltier said County might have those records too if he has no luck with the school. Commissioner Dean the assessor’s office should have that information. Dunaway said originally, I was thinking about taking those 4 trailers out and fencing off the property to make the yard bigger and maybe making my shop a little bigger, then also making our deck wrap around. Then I was thinking we do have a pool, and it would be nicer to have a bigger pool. Then I could fix the trailer up that’s on the corner and make it match the house and make it like a pool house with a bathroom inside. Village resident Deb TerBush said the only question I have is are you going to put the title of the property you’re buying from the city in your name or Carlee’s name? Dunaway said we’re going to get married so I’ll be on the house when that happens. TerBush said you can’t have two different properties in two different names. Dunaway said I don’t handle the money part. She does all that so when it comes time to the buying part, she’ll be the one handling all that. Village resident Bonnie Anderson said the reason she’s asking is because you can’t improve on property unless you have a home on it. Dunaway said correct. Anderson said so being in two different names…Dunaway said it would be all in one name. Anderson said it would have to be done before you can improve on it. In Whiteside County, both lots would have to be in the same name. Dunaway said yeas, and it would. Dean said the first step will be reaching out to the attorney to see what we need to do as the Village before moving forward. Mayor Peltier said we’ll have more answers for you at the next meeting, and we’ll add you to the agenda. Dunaway said thank you. Village resident, Bonnie Anderson, said I received this letter from the city on the galvanized and lead pipes and it says on here please call city hall for information on lead service line replacement program, including any programs available that may provide financing solutions to assist property owners to replace the customer-owned portion of a lead service line. Anderson said now, I’m going to go back to filling out the surveys. I sat in these boards meetings and listening to we had to get these surveys done so that we can get a grant and it would not cost the citizens anything. Commissioner Dean said correct. Clerk McIntire said from the main to the property. Anderson said over and over and over again. We were told the grant would be included, the grant would include the citizens’ work being done. Mayor Peltier said right. Anderson said if you disagree with me, I would suggest you go back through your recorded minutes, not your meeting minutes, recorded, and listen to what you told us. I really have a problem with it. I sat in this board meeting…Mayor Peltier said Bonnie, I’m agreeing with you. Anderson said I sat here and listened to it. Mayor Peltier said I’m agreeing with you. Anderson said and I went out and told people to help you. Mayor Peltier said I’m confused on what the issue is. Superintendent Chriest said she’s saying that the homeowner could be responsible for a portion of theirs, I think is what the concern is. Clerk McIntire said for in the house. The grant would be covering from the main to the property. Anderson said I even brought up the fact…Mayor Peltier said it was never said that they would replace anything inside the house. Anderson said when I did Kickback’s, when they redid the line, I had to pay for Kickback’s, and it was told that this is a different grant. Chriest said it is supposed to do from the main clear into the house within 18 inches inside or to the meter. Whichever comes first. Anderson said I understand what you’re saying, and I understand what this says. I also understand what I was told in this board meeting along with everybody else that we were getting a grant that would cover it and it would be at no cost to the citizens. Clerk McIntire said this would be at no cost. If we get this grant, what gets replaced will be at no cost to the citizen. Dean said right. Village resident Deb TerBush said so this letter is saying if we don’t get this grant, there is assistance out there available? Clerk McIntire said if you want to replace in your property, inside your home, I can get in touch with Matt Hansen to see what assistance is out there if you want to take care of that portion. TerBush said I guess I’m confused on what you mean by inside my home. This only goes up to like my wall? Chriest said they’re going to come inside your house, to your meter or 18 inches inside the house, whichever comes first. More than likely, if your meter is 3 foot away, they’re still going to run it to the meter. They’re not going to tell you that you got to pay for 18 inches. Anderson asked it’s not from the water lines? It’s all the way to the meter? Chriest said it’s to the meter or 18 inches inside the house, whichever comes first because they’re not going to run 20 foot of pipe. But I’m almost saying that once they’re in there, they aren’t going to cut it short and say sorry, you have to hire a plumber to do the rest. TerBush said that’s what I didn’t understand. Dean said it probably should have been worded differently. Clerk McIntire said it’s the exact same letter we sent out last year. This is what’s required of the IEPA for us to send out. We did not put this together. TerBush said I was going to get the paperwork to try to get the ball rolling, but I guess I’ll wait until we know about this grant. Clerk McIntire said I would strongly suggest waiting. Chriest said this is something that we had to do. TerBush said I get that. Chriest said this survey had to be done and you’ll get those notices every year until all this work is completed. Clerk McIntire said yes. It’s the exact same notice as last year. Chriest said we have to do it as a Village. We have to inform the residents of the hazard. Anderson said I understand that and I don’t have any problem with that. Chriest said don’t sweat it. Nobodys going to come in and tell you that you have to spend $7,000 to fix this plumbing. It’s your place. Commissioner S. Coleman said anything you want to replace inside your house is up to you. We go up to the meter. That’s it. Anderson said so my meters in the house so…Mayor Peltier said or 18 inches. Chriest said if you want to say you don’t want the work done, there is a step there that you can do that. You can refuse it but guess what, your old galvanized piping is going to fail very soon and you’re going to be paying a plumber $5,000 to replace it. Anderson said I actually talked about doing it earlier on my own. Chriest said right. Mayor Peltier said I can get some clarification from Matt, but I think that letter just isn’t worded very well. Clerk McIntire said and we didn’t put that letter together. That’s given to us that’s required by the IEPA that we have to send it out. Anderson asked ok, do you understand where I was coming from? Dean said for sure. Anderson said I do appreciate you clarifying it. Thank you. Mayor Peltier said I will double check and get back with you. Dean said it wouldn’t be a bad idea for when it gets closer and we know for sure what’s going to happen to have Matt come back and do a public forum to let everyone know what’s going on. Clerk McIntire said once we know exactly where we are with the grant, that would be a great idea. Mayor Peltier said ok, we’re going to move on.

New Business
The only item under new business was to review / discuss / approve Lead Service Line Inventory Request #2 – Close Out. Clerk McIntire said this is for the last bit of what the Village spent to complete the inventory side of things that we’ll get reimbursed for the grant that we received for that. Then that will be closed out because that portion is finally done. This just requires a motion and a second to request the amount of $9,100 to be reimbursed for the work that was done to complete the inventory. A motion was made by Commissioner Dean, second by Commissioner S. Coleman. “Yes” votes were S. Coleman, Dean and Mayor Peltier. The motion carried.
Building Permits Building Permits approved by Zoning Administrator, Tyler Chriest, were 202 W. Glassburn St. – Garage and Entry Door, 315 E. Booth St. – Replacement of Roof, 103 N. Washington St. – Garage Door, 304 E. Third St. – Repair/Replace Fence Panels and 204 N. Benton St. – Siding and Window’s.
Communications
Clerk McIntire advised the dates for Spring Clean Up are May 2nd through May 4th. There will be one 20-yard dumpster provided for free from Midwest per our contract and an additional 30-yard dumpster that will cost the Village $540. There will be signs posted with the dates and a list of unacceptable items. Hopefully everyone follows that correctly so the Village can continue to provide this service. This is for Tampico residents only and it is first come first serve. The dumpsters will be located on the East parking lot of Village Hall. Superintendent Chriest said when they’re full, they’re full.
Bills were ordered paid on a motion by Commissioner Dean, second by Commissioner S. Coleman. “Yes” votes were S. Coleman, Dean and Mayor Peltier. The motion carried.
The meeting adjourned at 7:24PM. The next Regular Meeting of the Tampico Village Council is scheduled for Tuesday, May 5, 2026 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
