Regular Meeting of the Mayor and Council

Village of Tampico

Time: 7:00 PM  |  Location: Reagan Community Center

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00 PM. Commissioners Sherry Coleman, Susan Dean and Jim Coleman were present. Commissioner Tammy Kendell was absent. Chief Strike and Village Superintendent Tyler Chriest were also present. Village Clerk Jamie McIntire was present and recorded the written and audio minutes.

Mayor Peltier led those present in the Pledge of Allegiance.

Approval of Minutes

Minutes of the September 2, 2025 Regular Meeting were approved as presented.

Reports of Village Officials

Superintendent Tyler Chriest

Chriest reported progress on the lead and copper inventory spreadsheet and a lead/copper sampling site plan; samples are hoped to be collected this week. He thanked Clerk McIntire and Utilities Clerk Vails for assistance with the list.

Chriest provided a copy of Prophetstown’s ordinance for solar installation and the fees they charge. He proposed changing Tampico’s solar permit fee structure from a project-price basis (currently produces very small permit fees because typical installation costs $50k–$60k) to a kilowatt-based fee like Prophetstown. Chriest noted two solar permits this week that under Prophetstown’s scale would have resulted in $450 instead of $100. Discussion included the cost to amend the ordinance (Mr. Shirk would prepare the amendment) and the fact that the installer, not the resident, pays the permit fee. Clerk McIntire will scan Prophetstown’s fee scale and move forward with the ordinance amendment. The Mayor and Council agreed to pursue the change; current permits will be charged under the existing fee schedule until the ordinance is amended and approved.

Chief Strike

The State released the young man discussed for a part-time hire today; Chief Strike presented the paperwork. The new hire will get fingerprints on Thursday and still must complete mandatory firearm/shooting training and certifications before starting. He is 25, lives in Prophetstown, is cleared through LEADS and ISP, and should be available for about 30 hours per week to share among part-time officers. The Council thanked the Chief for the update.

Mayor

Mayor Peltier reported initiating a title search for 107 W. Market to determine titleholders; after the search, Courtney will draft notice letters giving a minimum of 15 days to demolish or make safe. The Council will clarify what constitutes safe condition and who determines it.

Remarks from Guests

Resident Rick Dean requested to be placed on the next meeting agenda seeking approval to vacate part of an alley behind his property at 108 S. Lincoln St. Clerk McIntire will add him to the next agenda.

Unfinished Business

Discussion of a donation to the Tampico Area Community Building was tabled. Mayor Peltier attended a meeting and reported the group may be leaning toward selling the building; they will meet again in two weeks to decide how to proceed.

New Business

Vacation Payout

Superintendent Chriest requested payout for 4 vacation days (32 hours). This is below the 50% cap in the employee manual. A motion to approve the payout was made by Commissioner Dean, seconded by Commissioner S. Coleman. “Yes” votes: S. Coleman, Dean, J. Coleman and Mayor Peltier. Motion carried.

Purchase of Stump Grinder / Woodchipper

Chriest recommended purchasing the stump grinder (or a stump grinder/woodchipper combo). The combo saves $1,700 and would cost $3,099; hiring out stump removal runs $200–$400 per stump and the Village currently has 13 stumps needing work. Budget sheets showed approximately $6,200 available in the relevant line item. Discussion included equipment condition and other needed shop items (air compressor ≈ $400, welder to be replaced in a later budget). Chriest recommended purchase as a money-saving measure. Commissioner Dean moved to approve the $3,099 stump grinder/woodchipper bundle; second by Commissioner S. Coleman. “Yes” votes: S. Coleman, Dean and Mayor Peltier. “No” vote: J. Coleman. Motion carried.

Purchase of Garage Door for Village Garage

Chriest solicited four quotes; two returned: Grizzley Garage Door at $2,898.00 and Reyner at $3,400.00. Budget line items show $2,311.12 available. Commissioner Dean requested two additional quotes before final approval. The item was tabled to the next meeting for further quotes.

  • 108 N. Main St. – Shed

Communications

Clerk McIntire reported LOCiS received the first payment and on-site training has been scheduled for Monday, October 6 through Wednesday, October 8. She requested the office be closed during that time for training; the Council agreed. LOCiS advised it is more cost-effective to have the trainer stay in a hotel rather than pay mileage.

Clerk McIntire requested cancellation of the October 7, 2025 meeting because it falls within the training dates. The Council voted to cancel the October 7 meeting (motion by Commissioner S. Coleman, second by Commissioner Dean). “Yes” votes: S. Coleman, Dean, J. Coleman and Mayor Peltier. Motion carried. Clerk McIntire noted Halloween trick-or-treat hours (commonly 4:30 PM–7:00 PM on October 31) could be voted at the October 21 meeting or via special meeting if needed.

Bills

Bills were ordered paid on a motion by Commissioner J. Coleman, second by Commissioner Dean. “Yes” votes: S. Coleman, Dean, J. Coleman and Mayor Peltier. Motion carried.

Adjournment: The meeting adjourned at 7:31 PM.

Next Regular Meeting: Tuesday, at 7:00 PM, Reagan Community Center, 202 W. Second Street.
