VILLAGE OF TAMPICO REGULAR MEETING OF THE MAYOR AND COUNCIL
SEPTEMBER 2, 2025 – 7:00 PM
REAGAN COMMUNITY CENTER

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Sherry Coleman, Susan Dean, Jim Coleman, and Tammy Kendell were present. Also in attendance were Chief Strike and Village Superintendent Tyler Chriest. Village Clerk Jamie McIntire was present and recorded the written and audio minutes.

Mayor Peltier led those present in the Pledge of Allegiance.

Minutes of the August 19, 2025 Regular Meeting were approved as presented.

Reports of Village Officials

Superintendent Chriest reported there is currently no update on the generators and that notification will be given once a lead time is known.

Hydrant flushing will take place the week of October 6th through October 10th.

Chriest reported that the Village maintenance garage has a garage door that has been patched multiple times. Grizzly Garage Door recommended replacing the entire door rather than repairing panels and quoted $2,898.00. Additional estimates are being collected.

Chriest noted there are 13 tree stumps left over from prior tree removals. Hiring stump grinding has been costly ($200–$400 per stump). He suggested purchasing a stump grinder attachment for the Village tractor, estimating $1,800.00 for the grinder or $3,100.00 for a package deal that includes a woodchipper—saving approximately $1,700.00. Clerk McIntire stated the purchase was not budgeted but may be covered under the general fund if no other large purchases are pending. Discussion was tabled to the next meeting for review of line items and budget.

Chriest also requested clarification on vacation payout. Mayor Peltier and the Council agreed to review and vote at the next meeting.

Commissioner Kendell recommended publishing a reminder regarding the burning ordinance. Clerk McIntire will issue that reminder.

Chief Strike reported ongoing communication with ISP regarding a young man discussed previously. Background checks have been satisfactory, and training for dispatch is in progress.

Remarks from Guests

Duane Thompson addressed issues at the Tampico Community Building, reporting mold throughout the facility and quotes from Service Pro ($6,000–$8,000). Insurance could not be used until a cause was determined. Thompson stated the building’s low usage and expenses make sustainability difficult. Joan Johnson added that usage has declined, utilities are costly, and repairs are needed. The group discussed possible relocation of the food pantry.

Various Council members and guests discussed mold remediation, possible relocation of the food pantry, and potential collaboration with the Legion or other community organizations. Clerk McIntire and Commissioner Dean emphasized maintaining the food pantry service for residents. The matter will be revisited after the Community Building Committee meets on September 13.

Unfinished Business

First under unfinished business was discussion and approval to hire a part-time police officer. Mayor Peltier noted Chief Strike had provided an update earlier.

The Council reviewed and approved Ordinance No. O03-25-09-02, amending Chapter 13.28 of the Tampico Municipal Code to increase the service deposit fee to $100.00 for both renters and owners, effective immediately. Motion by Commissioner Dean, second by Commissioner S. Coleman. “Yes” votes: S. Coleman, Dean, J. Coleman, Kendell, and Mayor Peltier. Motion carried.

Next was discussion of adding a “Red Tag Fee.” After extensive discussion, the Council agreed to draft an ordinance adding a $25.00 red tag fee to utility accounts receiving notice prior to disconnection. The new policy will take effect January 1. Clerk McIntire will coordinate with Attorney Shirk to draft the amendment.

New Business

The Council discussed a possible donation to the Tampico Area Community Building. Action was tabled pending additional information.

The Council then reviewed and approved the contract with LOCiS for new software and the first partial payment. Clerk McIntire confirmed training may begin in late September or early October, with implementation possibly before year-end. Motion by Commissioner Kendell, second by Commissioner Dean. “Yes” votes: S. Coleman, Dean, J. Coleman, Kendell, and Mayor Peltier. Motion carried.

Building Permits

Approved by Zoning Administrator Tyler Chriest:

  • 405 E. Market St. – Roof Mounted Solar
  • 209 N. Fremont St. – Roof Garage

Communications

There were no communications at this time.

Bills

Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner J. Coleman. “Yes” votes: S. Coleman, Dean, J. Coleman, Kendell, and Mayor Peltier. Motion carried.

Additional Remarks

Joan Johnson provided an update on the Ronald Reagan Birthplace. She reported 1,089 visitors from 46 states and 20 countries so far this year. Johnson thanked volunteers and announced her retirement after 20 years of service. The Council expressed appreciation for her contributions.

The meeting adjourned at 7:34 PM. The next Regular Meeting of the Tampico Village Council is scheduled for Tuesday, September 16, 2025, at 7:00 PM in the Reagan Community Center, 202 W. Second Street.
