REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO, July 1, 2025, 7:00 PM

Commissioner Susan Dean called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Sherry Coleman and Tammy Kendell were present. Mayor Bruce Peltier and Commissioner Jim Coleman were absent. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.

Commissioner Dean led those present in the Pledge of Allegiance.

Minutes of the June 17, 2025 Regular Meeting were approved as presented.

Reports of Village Officials
There were no reports from Village Officials at this time.

Remarks from Guests
There were no remarks from guests at this time.

Unfinished Business
There was no unfinished business at this time.

New Business
A motion was made by Commissioner Kendell, second by Commissioner S. Coleman, to approve Resolution NO.R01-25-07-01 keeping the Closed Meeting Minutes from January 1, 2025 to June 30, 2025 Confidential. “Yes” votes were S. Coleman, Dean and Kendell. The motion carried.

Next under new business was to review/discuss Debt Management Policy per Auditors Request. Clerk McIntire advised that this is a policy that the Village currently does not have in place and Village Attorney, Mr. Shirk, prepared one for the auditors to review. They have and found no issues with it, so the next step would be to have Mr. Shirk prepare a resolution for the policy for the Council to review and approve in a future meeting. Clerk McIntire said she’ll let Mr. Shirk know to move forward with the resolution and will present that to the Council once it’s complete.

Lastly for new business was to discuss/approve how to handle gWorks situation. This topic was tabled for the next meeting.

Building Permits
Building Permits approved by Zoning Administrator, Tyler Chriest, were 209 W. Market St. – Door’s, 106 S. Washington St. – Car Port/Shed and 110 S. Main St. – Roofing & Mason Work.

Communications
Clerk McIntire advised that Village Hall will be closed Friday, July 4th for Independence Day and garbage pick up will be Saturday, July 5th because of the holiday. Please have all garbage out that day by 6:00AM.

Clerk McIntire also advised that the Time Capsule Committee gave the Village Hall a packet to place items in for the time capsule that will be sealed during Tampico Days on Sunday, July 20th. Clerk McIntire has already placed a picture of the current Mayor and Council, a picture of the front of Village Hall, an Agenda and Meeting Minutes from the last election and a list of past (and present) Village Mayor’s and Commissioners and the current Village employees. If any Council member would like to add to the packet, they’ll need to get that to Clerk McIntire by July 12th.

Clerk McIntire also mentioned that Village Utilities Clerk, Jennifer Vails, is on vacation this week, so the utility bills will be prepared and mailed on Monday, July 7th.

Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner S. Coleman. “Yes” votes were S. Coleman, Dean and Kendell. The motion carried.

The meeting adjourned at 7:04 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, July 15, 2025 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
