REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

June 17, 2025

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Sherry Coleman, Susan Dean, Jim Coleman and Tammy Kendell were present. Chief Strike and Village Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.

Mayor Peltier led those present in the Pledge of Allegiance.

Minutes of the May 20, 2025 Regular Meeting were approved as presented.

Reports of Village Officials
Chief Strike reported 406 N. Main Street property is getting cleaned up and had a vehicle towed. There are two more vehicles that will also be towed.
Chief Strike also reported that there was a house broken into either Sunday or Monday night and that’s currently under investigation.
Commissioner S. Coleman asked about the property owned by Beverly Adamson that was previously discussed and the progress on that. It doesn’t look like she’s keeping up with the timeline she turned into the Council. Chief Strike said it doesn’t look like anything’s been done with that property. Superintendent Chriest said they have cleaned up some trees and brush and made a pile out by the alley, so we did clean that up. There is a big pile of trash that’s piled behind the property next to it with the trailer, and I don’t believe there was that much there before. It looks like they are taking stuff from her building and adding it to that pile. Commissioner Kendell said if she’s putting it behind that trailer, that property doesn’t belong to her. Chriest said I think now that it’s known that that property doesn’t belong to her, that’s what’s happening. Commissioner Dean said it’s illegal to do that. Village resident, Bonnie Anderson, said she’s witnessed Adamson, and an older gentleman set up lawn chairs between those two properties and go through that pile of trash and have added to it. Commissioner J. Coleman said so she’s not fixing the building. It’s still dangerous. Chief Strike said she’s behind on her timeline. Dean said then she’s done. That was the clear agreement. J. Coleman asked Chief Strike if he and the Fire Chief had already condemned the building. Chief Strike said it has been condemned. Our policy says I don’t need the Fire Chief to condemn it, and I already have. Mayor Peltier said I think we should see about hiring another attorney to help with this issue since we can’t use Mr. Shirk for it. J. Coleman said we have someone in mind that we’d like to talk to, Matt Cole. He helps a few surrounding communities. I haven’t spoken with him yet, but I will reach out to him. Mayor Peltier said he’d also like to ask Mr. Shirk if he’s capable of being present at certain meetings with issues on the agenda such as this. If he’s not willing to, we may have to look into hiring another lawyer who is because it would be nice to have legal council at meetings for topics such as this. The Council agreed.

Superintend Chriest said the Village had the dumpster days and it went over fairly well. The first 20-yard dumpster was filled by 4:30 Friday afternoon. I smashed it down and contacted Midwest Disposal and they were able to get us another dumpster for Saturday. It was a 30-yard dumpster and that one was also filled. There wasn’t a bunch of trash around it, so it went well. Mayor Peltier said I’m glad people were respectful about getting the items into the dumpster.

Mayor Peltier asked Commissioner J. Coleman if he saw the emails from Matt Hansen about the water projects. J. Coleman said yes, he saw the emails.

Remarks from Guests
There were no remarks from guests at this time.

Unfinished Business
First under unfinished business was to discuss leasing Village owned lot next to Tampico Township building to the Tampico Township. There were no updates on this topic, and it was decided to remove it from future meeting agendas until there is an update.

Next on the agenda was to discuss a donation to the Tampico Township for a digital video billboard. There was no updated information on this topic, so it was also decided to remove this from future meeting agendas as well.

A motion was made by Commissioner Dean, second by Commissioner J. Coleman, to approve ordinance NO.O01-25-06-17 an ordinance Implementing a Municipal Grocery Retailers’ Occupation Tax and a Municipal Grocery Service Occupation Tax for the Village of Tampico. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.

New Business
The Council began to discuss a donation to the Tampico Memorial Cemetery. Mayor Peltier said in previous years, we’ve donated $150.00. Their maintenance cost alone is $7,500.00 for the year. Mayor Peltier said he would like to increase the donation if everyone agrees. Commissioner J. Coleman asked if it’s in the budget. Clerk McIntire said I don’t have the information in front of me but I’m sure that would be fine. J. Coleman asked what would you like to increase it to? Mayor Peltier said he would like to donate $500.00 because the letter said the only donations they receive are from Hahnaman Township, Tampico Township and the Village. The Council agreed with that amount. A motion was made by Commissioner S. Coleman, second by Commissioner Dean, to approve a donation to the Tampico Memorial Cemetery in the amount of $500.00. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried. Commissioner Kendell said she wishes the houses along the cemetery would realize if they would just pick up their yards on the side that faces the cemetery because it’s pretty disrespectful.

A motion was made by Commissioner Kendell, second by Commissioner Dean, to approve ordinance NO.O02-25-06-17 an ordinance Amending the Tampico Municipal Code Relating to Incorporation and Adoption of International Codes. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.

Building Permits
Building Permits approved by Zoning Administrator, Tyler Chriest, were 305 E. Market St. – Siding, 102 N. Main St. – Lights, 204 N. Benton St. – Roof, 210 S. Lincoln St. – Deck/Door’s, 106 N. Fremont St. – Siding/Roof/Garage and 106 N. Benton St. – Gutters.

Communications
Clerk McIntire reminded everything that the office will be closed Thursday, June 19th for the Juneteenth holiday.
Clerk McIntire reported that she received confirmation and approval from IDOT for the road closure for Tampico Days weekend.
Clerk McIntire advised that the audit has been going well. Herself and Clerk Vails have provided a lot of information over the last couple weeks so hopefully that will be wrapped up soon.
Clerk McIntire also advised that the second room rental lease agreement with Batten Trucking will expire at the end of July and be up for a lease renewal. If any Council member would like to look over that agreement before then they are to reach out to Clerk McIntire. Clerk McIntire said she’ll also reach out to Batten’s to make sure they don’t have any questions or concerns.

Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner J. Coleman. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.

The meeting adjourned at 7:14 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, July 1, 2025 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
