REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Sherry Coleman, Susan Dean, Ryan DeBrock and Tammy Kendell were present. Village Public Works Superintendent, Tyler Chriest, was also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.

Mayor Peltier led those present in the Pledge of Allegiance.

Minutes of the September 5, 2023 Regular Meeting were approved as presented.
Minutes of the September 5, 2023 Closed Meeting were approved as presented.

Reports of Village Officials
Mayor Peltier asked for an update from Chriest on the quotes received for the Lead Service Line Inventory. MO-ST quoted $24,200 and Hinrichs Plumbing quoted $26,000 for the remaining inventory needed. Mayor Peltier advised that MO-ST had a nice breakdown with their quote, but there is concern with them wanting to do the work between the hours of 8am-4:30pm. The Village already tried completing the inventory during those hours. Chriest advised that he spoke with Shane from Hinrichs, and their quote was also for those hours at a regular rate. There could be some overtime hours, but it was hard for him to quote it without actually knowing. Chriest advised no one knows what it will take but there will need some time put into it to complete it. Chriest added that Shane did say that it should all come out in the wash. How, I don’t know, but he thought he could stick pretty close to that quote. Mayor Peltier said that’s Hinrichs. Chriest replied yes, but he was also concerned about having it completed by December 31st. Christ advised that the actual deadline for the EPA was around April 15th, but Matt Hansen with Willett & Hofmann wanted this portion completed by December 31st. Chriest advised that Jay with MO-ST said they figured their quote by charging 1 hour per household, and that includes drive time, tagging, making the appointment then coming back to complete the work. There are currently 158 homes that still need inventory completed. Commissioner Kendell advised that she would like to reach out to B&D Plumbing for a possible quote and to see how they compare to the 2 quotes already received. Clerk McIntire said she will email the letter Matt Hansen sent out to Kendell so she can give the same information to B&D.

Remarks from Guests
Derek Humphry with Midwest Disposal out of Dixon was present to speak with the Mayor and Council. Humphry said their company has been around for about 2 years now and is trying to pick up more municipalities. They currently have 8 trucks and just picked up the Village of Milledgeville recently. They’ve also worked with the Village of Lyndon. Humphry asked the Mayor and Council that once the current contract comes to an end, please go out for bids. It’s a good way to see what’s all out there. Humphry passed out his card adding that he is the owner of the company along with his 2 brothers. He told the Mayor and Council to contact him if they ever have any questions. The Mayor and Council thanked him.

Unfinished Business
There was no unfinished business at this time.

New Business
Next on the agenda was to review / discuss garbage rates. Clerk McIntire said Republic is now charging $14.50 per the 5th year of what was on the original contract. Commissioner Kendell asked when the contract expires. Clerk McIntire replied that the contract with Republic expires June 30, 2024. Clerk McIntire explained that Republic currently charges the Village $14.50 per 320 bins, and the Village is currently only charging approximately 287 residents at $14.50. That number is due to properties currently not in use. That 320 is probably very close to what we were capable of charging at the beginning of the contract, but now the Village is not in a good spot based on those current numbers. Clerk McIntire advised she just wanted to bring this to their attention. The Village did just up the rate to $14.50 from $12.50 effective March 1st of 2022. When you divide what they charge us from the current 287, it would take $16.17 per unit to break even. With the current bill presented today, this is the 3rd invoice from Republic that the Village has been charged with that rate. Mayor Peltier said the Village is losing approximately $500 a month at that rate. Commissioner DeBrock asked when the Village raised the water and sewer rates. Commissioner McIntire replied the new rates for water and sewer became effective with the May 1st 2023 billing. Mayor Peltier asked where the 320 number came from. Clerk McIntire replied that there is a report that shows all the homes in the area that could receive garbage, and that are currently being billed for garbage.
Chriest asked Humphrey how they go about figuring those numbers out. Humphry replied that when working with a town that collects the funds themselves, we would charge the rate based off the number of homes that you provide. The bid comes from that rate. Then there would be a clause in the contract that would allow the Village as the administrator, to adjust the number of homes however you see fit. Kendell said you would adjust accordingly when our numbers change. Humphrey said exactly. We would receive a report from the Village on a monthly basis, quarterly, it could even be weekly if you really wanted to. The Village would let us know what homes are suspended, and we wouldn’t pick those us. Humphrey added that they would also advise the Village to charge a little more than what the company they are working with is charging them for their service. Commissioner Dean asked if Midwest Disposal charges an up-front fee for their receptacles. Humphrey replied no, we bear the burden of all that. Everything is figured into the contract based off the number of years the contract is set for.
Commissioner Kendell said so our contract doesn’t expire until June. Commissioner DeBrock asked if the Village can get out of it. Clerk McIntire said I don’t think we can do that. I know we kind of dropped the ball the last time we increased that rate and I didn’t want to do that again, so I just wanted to make everyone aware of the current situation. Mayor Peltier said the Village is losing approximately $500 a month at this rate, and we have another 9 months to go. Humphrey said the Village has the power to go back to the vendor and say we don’t have that many homes that we’re being charged for. The Village should be able to tell that to Republic and have them make those adjustments. Kendell said we should try that first before thinking of increasing that rate. Clerk McIntire said she will call Jim Pozzi with Republic tomorrow and see if that is an option. DeBrock said yes because we’re already on track to increase the water and sewer again. Mayor Peltier said we’ll call Republic and revisit this at the next meeting.

Building Permits
There were no Building Permits to review at this time.

Communications
Clerk McIntire advised that ComEd will be doing some tree trimming around town during the next few months. They will reach out to the homes that are included so they are aware. Mayor Peltier asked to have information shared around town and on Facebook as well.

Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner DeBrock. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.

A motion was made by Commissioner Kendell, second by Commissioner Dean at 7:19 PM, to leave the Regular Meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.

A motion was made by Commissioner Kendell, second by Commissioner DeBrock at 7:28 PM to leave the Closed Session portion of the meeting and return to the Regular Open Meeting. “Yes” votes were Coleman, Dean, DeBrock, Kendell and Mayor Peltier. The motion carried.

The meeting adjourned at 7:29 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, October 3, 2023 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
