REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
December 16, 2025

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.
Commissioners Susan Dean and Jim Coleman were present. Commissioners Sherry Coleman and Tammy Kendell were absent. Police Chief Strike was also present. Village Clerk Jamie McIntire was present and recorded the written and audio minutes.
Mayor Peltier led those present in the Pledge of Allegiance.
Minutes of the December 2, 2025 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Peltier advised that Superintendent Chriest was unable to attend because he and Steve were working on a water service that had sprung a leak. Mayor Peltier stated that he did not have much to report other than preparing to go on vacation. Steve and Mayor Peltier will remain available to cover any issues or snow plowing needs.
Mayor Peltier reported that he emailed attorney Courtney Kennedy for updates on the building issues owned by Beverly Adamson at 107 W. Market Street. He stated that he had not yet received a response and would follow up by phone if necessary.
Mayor Peltier advised that he received an email update regarding the grant application for sidewalk repairs in front of the school and the parking area near the post office. The email indicated that approval is still pending and that the Illinois Department of Commerce and Economic Opportunity (DCEO) review process typically takes several months. Mayor Peltier noted that another community had recently received approval and begun moving forward, expressing hope that Tampico is on a similar timeline.
Mayor Peltier also reported that he spoke with Chief Strike regarding budget review and part-time police officer hours. Further discussion and review will take place to ensure the matter is handled appropriately.

Unfinished Business
Approval of employee raises effective January 1, 2026 was tabled until all Council Members could be present.
New Business
The Council reviewed and discussed employee health and life insurance renewal rates. Information was provided by Allie Cooley of Kunkel & Associates, Inc.
Clerk McIntire advised that the current health insurance plan through United Healthcare would increase by 9.09%. After review, Cooley located an alternative plan through Blue Cross Blue Shield with a 3.36% increase and improved deductibles and prescription copays.
Commissioner Dean stated that Blue Cross Blue Shield is a reputable company. Clerk McIntire noted that many organizations are switching providers due to United Healthcare rate increases.
Regarding life insurance, Clerk McIntire reported a modest increase through Humana, raising the estimated annual premium from $255.00 to $273.00. No alternative options were provided.
Commissioner Dean made a motion to approve group health insurance with Blue Cross Blue Shield and to renew life insurance with Humana, both effective February 1, 2026. The motion was seconded by Commissioner Jim Coleman. “Yes” votes were cast by Dean, Coleman, and Mayor Peltier. The motion carried.
Building Permits
There were no building permits to review.
Communications
Clerk McIntire provided the Mayor and Council with the most recent Illinois Municipal League Magazine.
Clerk McIntire advised that the Tampico Village Hall will be closed Wednesday, December 24 and Thursday, December 25 for Christmas. Garbage collection that week will occur on Saturday, December 27.
The Village Hall will also be closed Thursday, January 1 for New Year’s Day. Garbage collection that week will occur on Saturday, January 3. Notices will be posted closer to those dates.
Bills were ordered paid on a motion by Commissioner Dean, seconded by Commissioner Jim Coleman. “Yes” votes were cast by Dean, Coleman, and Mayor Peltier. The motion carried.

The meeting adjourned at 7:12 PM.
The next Regular Meeting of the Tampico Village Council is scheduled for Tuesday, January 6, 2026 at 7:00 PM at the Reagan Community Center, 202 W. Second Street.
