Regular Meeting of the Mayor and Council of the Village of Tampico

October 21, 2025 — 7:00 PM Reagan Community Center

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Sherry Coleman, Susan Dean, and Jim Coleman were present. Commissioner Tammy Kendell was absent. Chief Strike and Village Superintendent Tyler Chriest were also present. Village Clerk Jamie McIntire was present and recorded the written and audio minutes.

Mayor Peltier led those present in the Pledge of Allegiance.

Liquor Licenses

On a motion made by Commissioner Dean, second by Commissioner S. Coleman, a Class E Liquor License was approved for Casey’s Retail Company, DBA Casey’s General Store #1304, 201 S. Main St., from November 1, 2025 to April 30, 2026 for a fee of $600.00. “Yes” votes were S. Coleman, Dean, J. Coleman and Mayor Peltier. The motion carried. The $600.00 fee was paid.

On a motion made by Commissioner Dean, second by Commissioner S. Coleman, a Class A Liquor License was approved for Kickback Saloon Co., (Nels Miller), 102 N. Main St., from November 1, 2025 to April 30, 2026 for a fee of $400.00. “Yes” votes were S. Coleman, Dean, J. Coleman and Mayor Peltier. The motion carried. The $400.00 fee was paid.

On a motion made by Commissioner Dean, second by Commissioner S. Coleman, a Class A Liquor License was approved for the Break Room Pub n Grub, LLC, (Jared and Shayann Strader), 122 S. Main St., from November 1, 2025 to April 30, 2026 for a fee of $400.00. “Yes” votes were S. Coleman, Dean, J. Coleman and Mayor Peltier. The motion carried. The $400.00 fee was paid.

Minutes of the September 16, 2025 Regular Meeting were approved as presented.

Reports of Village Officials

There were no reports from Village Officials at this time.

Fence Permit

A motion was made by Commissioner J. Coleman, second by Commissioner Dean, to approve a fence permit for 107 N. Washington St. – Bryan Butler. “Yes” votes were S. Coleman, Dean, J. Coleman and Mayor Peltier. The motion carried.

Remarks from Guests

Village resident Rick Dean was unable to attend to discuss a possible partial alley purchase.

Village resident Gordon Sigel was present to discuss a fence issue. (Full discussion recorded in meeting transcript.)

Unfinished Business

Discussion and approval of purchasing a garage door for the Village Garage. Motion by Commissioner S. Coleman, second by Commissioner Dean, to approve the purchase of a garage door not to exceed $2,300.00. “Yes” votes were S. Coleman, Dean, J. Coleman and Mayor Peltier. The motion carried.

New Business

  • Halloween Trick or Treat Hours: Approved for Friday, October 31, 2025, from 4:30 PM to 7:00 PM. Motion by Commissioner J. Coleman, second by Commissioner S. Coleman. Motion carried.
  • Hiring Part-Time Police Officer: Jacob Reul was approved as a Part-Time Police Officer for the Village of Tampico at $20.00/hour, maximum of 30 hours per week, under a 6-month probation period. Motion by Commissioner Dean, second by Commissioner S. Coleman. Motion carried.
  • Paul Tompkins Subdivision Plat: Approved. Motion by Commissioner Dean, second by Commissioner S. Coleman. Motion carried.
  • Illinois Municipal League Insurance Renewal: Approved Option #3 payment plan. Motion by Commissioner Dean, second by Commissioner S. Coleman. Motion carried.
  • Ordinance No. O04-25-10-21: Approved amending Chapter 13 Section 28 to include a new $25.00 red tag fee, effective January 1, 2026. Motion by Commissioner S. Coleman, second by Commissioner J. Coleman. Motion carried.

Communications

Clerk McIntire reported on LOCiS system training and proposed closing the Clearing Account to simplify future fund transfers. The Mayor and Council agreed to add the item to the next meeting agenda.

Bills

Bills were ordered paid on a motion by Commissioner J. Coleman, second by Commissioner Dean. “Yes” votes were S. Coleman, Dean, J. Coleman and Mayor Peltier. The motion carried.

The meeting adjourned at 7:42 PM.

The next Regular Meeting of the Tampico Village Council is scheduled for Tuesday, November 4, 2025 at 7:00 PM in the Reagan Community Center, 202 W. Second Street.
