REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

April 2, 2019

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Jim Coleman, Al Wildman, Scott Meier and Todd Tornow were present. Police Chief Terry Strike, Police Officer Will Lukehart and assistant Clerk Jamie McIntire were also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the March 19, 2019 Regular Meeting were approved as presented.

Reports of Village Officials
Mayor Hill reported that the Tampico Reboot Festival set for the weekend of July 20th is coming together nicely. There will be another meeting tomorrow night, April 3rd at 6:00pm for anyone wanting to attend. There are activities scheduled on July 18th through the 21st for the event. More details will be coming soon.

Mayor Hill also advised the Spring Clean Up is going well.

On a motion made by Commissioner Coleman, second by Commissioner Tornow, a fence permit was approved for Jonathan Cater at 402 E. Booth Street. “Yes” votes were Coleman, Wildman, Meier, Tornow and Mayor Hill. The motion carried and the fee of $10.00 has been paid.

Unfinished Business
Mayor Hill asked if there were any questions for the Budget Worksheets. There were none and most have been turned in to Clerk Leathers office.

The Council began to discuss the Solid Waste Contract with Republic Services. The Council agreed with going forward with the Trash Pick-Up Only proposal with the option of having Recycling again at a later date. It is a 5 year partnership. There will be no cost increase this year and a slight increase for next year. Clerk Leathers explained that since this is an amendment to the current contract, it was not necessary to solicit bids to other companies. The pricing for the amended contract is $12.32 per home for the first year, $12.81 per home for the second year, $13.32 per home for the third year, $13.85 per home for the forth year and $14.40 per home for the fifth year. The current charge per home is $12.50. The new carts for waste pick-up should be distributed about June 1st. The carts will have contact information attached to them along with information on what is/is not allowed to be picked up. A public announcement will be made. A motion to approve an amendment to the Village of Tampico Residential Solid Waste Collection with Republic Services for a 5 year partnership was made by Commissioner Wildman, second by Commissioner Meier. “Yes” votes were Coleman, Wildman, Meier, Tornow and Mayor Hill. The motion carried.

Mayor Hill advised that the Village is aware of those people bringing in garbage from out of town. It will be addressed and there will be ordinance violations for those people abusing the waste pick-up.The Village has spoke with Republic Services about getting stickers for those people who could use extra garbage pick up for that particular week for a $1.50 fee. People can also pay for an addition bin if need be. The drivers are aware of the situation and will report back about any violators. It’s the only way to keep the cost fair for all the Village residents. Clerk Leathers advised that the Village is also aware of the individuals abusing the 1 bulk item per week for pick-up. Any bulk items left out without a sticker, if there is more then 1, it will be left where it’s at. Please let Village Hall know if you witness anyone abusing the garbage pick-up. You will remain anonymous. Jim Pozzi with Republic Services also advised that it is company policy that all box springs and mattresses be wrapped in plastic before setting them out for pick up. It’s for the health and safety of the drivers and their families. If they aren’t wrapped, they will not be picked up.

A motion was made by Commissioner Tornow, second by Commissioner Coleman at 7:14 PM, to leave the regular meeting and go into a closed session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were Coleman, Wildman, Meier, Tornow and Mayor Hill. The motion carried.

A motion was made by Commissioner Coleman, second by Commissioner Tornow at 7:19 PM to leave the closed session portion of the meeting and return to the regular open meeting. “Yes” votes were Coleman, Wildman, Meier, Tornow and Mayor Hill. The motion carried.

New Business
The Council began to discuss hiring seasonal mowing help for the Village. Mayor Hill advised that the Council decided to hire Devan Batten to help with the seasonal mowing at the rate of $10.00 per hour for this year. A motion was made by Commissioner Wildman, second by Commissioner Meier. “Yes” votes were Coleman, Wildman, Meier, Tornow and Mayor Hill. The motion carried.

Communications
There was nothing to report for Communications as this time.

Bills were ordered paid on a motion by Commissioner Tornow with a second by Commissioner Coleman. “Yes” votes were Coleman, Wildman, Meier, Tornow and Mayor Hill. The motion carried.

The meeting adjourned at 7:24 PM. The next Regular Meeting of the Tampico Village Council will be Tuesday, April 16, 2019 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
