REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO – October 4, 2016

Reagan Community Center

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Bruce Hill, Scott Meier, Derrick Maupin and Phalen Vancil were present. Police Chief Terry Strike was present and Village Clerk, Kathy Leathers recorded the written and audio minutes. The meeting was also video recorded.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the September 20, 2016 Regular Meeting were approved as presented. The minutes of the September 26, 2016 Special Meeting, Infrastructure Planning, were also approved as presented.

Reports of Village Officials
Mayor Kristine Hill acknowledged the questions being asked about the wind towers coming through Tampico, and where are they going. After further investigation she found out that they are coming from Clinton, IL and traveling this way to avoid all the construction and bridge restrictions on their way to Iowa.

Mayor Hill also informed that she was contacted by Sharon Pepin about a TIF District to go with the Enterprise Zone. This would be a good addition to help balance out business opportunities for our communities. She said she will continue to look into this.

Village Clerk Kathy Leathers made mention that Toys for Tots will be here for sign up on November 9th from 2:00pm to 4:00pm. She also said that it’s now posted in the paper that petitions for the election coming up in April for the office of 2 Commissioners to fulfill an unexpired 2 year term are now available in Leathers office.

Commissioner Phalen Vancil mentioned a donation given by Casey’s from their Customer Appreciation Day, in the amount of $350.00, to be put towards the baseball program.

Remarks from Guests
Village resident Sandra Tornow asked if the gym could be donated for town rummage sales on October 29th. Mayor Hill and the council suggested asking each person that participates to help pay the rental. The mayor said maybe $5.00 a booth that would cover the expenses that come along with having the gym up and running. Rental of the gym is $50.00 with a $50.00 deposit. Tornow was advised to contact Anna at Village Hall to see if the gym is available for that date.

Village resident Beth Etheridge asked if there is anything being done with a downtown building that is in front of her. She told the council there are kittens there again, and she also noticed that the more rain we get, the more it seems to be caving in. Commissioner Hill said a letter has been sent asking to have it taken care of. The owner will be fined if nothing is done, but that fine has to reach a certain amount before the courts will be involved.

Village resident Al Morthland asked what the money from the ball diamonds was used for. Mayor Hill said it was put towards fixing fences, maintenance and catching up with a lot of things.

Morthland also asked about vehicles parking in No Parking zones. Mayor Hill told him to call it in when he sees it.

Unfinished Business
Mayor Hill reported to the council, the village now has free recycling for electronics. We’re going to try and set up a day every month to have people here, with a set up back by the trailers to receive electronic items. She said people can also call in and as the village sees the need another can be set up because this will not be an immediate drop off. She said the Village will not have people there all the time. This is in coordination with Sterling, IL and their electronic recycling program. Once the village has their pallets together they can contact them and when Sterling has a pick up they’ll grab the village’s too. If anyone is having trouble because of the size or weight of an object, they can call village hall and the village can find someone to pick it up for them. This company is out of Wisconsin, and they try to utilize what is recycled and give it to those that are less fortunate. Anna and Kathy have complete lists that can be posted and she will have something put up on the website too. Commissioner Hill made the motion to approve a one (1) year Service Agreement with Universal Recycling Technologies (URT). the motion was seconded by Commissioner Meier.”Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill.

New Business
Mayor Hill signed a proclamation declaring“October 2016 as Domestic Violence Awareness Month”

Discussion turned to the Water Main Replacement Project. Commissioner Maupin said the total project cost would be $2,381,000.00. He said the grant amount would be for $1,000,000.00 and the village would need to take a loan out for $1.3 million. It would fall within the allotted amount of revenue, within $6,000.00 of what we’re having done. Maupin told the council, Matt Hansen, Willett, Hofmann and Associates, Inc. figured the numbers a little shy of what the village will actually have for revenue. In 2 years once of the current IEPA loans will be falling off and once that happens the village should only have 1 or 2 years of the shortage, depending on when everything takes effect. He told them the village may be $6,000.00 short for one year, but once that loan falls off the revenue from water and sewer bills should cover it. The proposed project covers the entire downtown business district, goes all the way out to the school on E. Kimball and also covers the whole Northwestern part of the town.
Maupin said according to Public Works Superintendent, Tom Pierce, that area has the biggest problems. Maupin will contact Matt Hansen to let him know this is the
project plan the council wants to move forward with. Mayor Hill said the council will table the matter until the next meeting to make sure there isn’t anything else needed.

Mayor Hill told those present she has completed the Enterprise Zone Infrastructure plan for the village that covers infrastructure improvements from 2012 through 2024. She said everything is in place and she will forward the information to Betty Steinert and Whiteside County Economic Development.

In discussing village Trick-or-Trick hours, several of those present said the hours have been too long in the past. Several thought two or two and a half hours would suffice. Commissioner Maupin and Commissioner Vancil advised working parents would have a hard time getting home and then getting their children ready to go out. After discussion Trick or Treating will take place on Monday the 31st, 4:30pm to 7:00pm. Mayor Hill advised there will also be people here at the gym for trick or treating at the RCC from 4:30 – 6:30 PM.

Building permits issued by Zoning Administrator, Ron Kuepker, were: 304 E. Booth St. – New Roof – House.

Communications
Ancel Glink Question of the Month and IML Risk Management Association Connections for Autumn 2016.

Bills were ordered paid on a motion by Commissioner Maupin and seconded by Commissioner Vancil. “Yes” votes were Maupin, Hill, Meier, Vancil and Mayor Hill.
The motion carried.

The meeting adjourned at 7:25 PM. The next regular meeting of the Tampico Village Council will be Tuesday, October 18, 2016 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
