REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
June 3, 2014

Mayor Kristine L. Hill called the regular meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Toby Johnson, Bruce Hill, Mary Jo Sigel and Derrick Maupin were present. Police Chief Terry Strike and Sergeant Boyd VanDellen were also present. Village Clerk Kathy Leathers recorded the written minutes.

Mayor Hill led those present in the Pledge of Allegiance.

The minutes for the May 20, 2014 meeting, not May 6, 2014 as listed on the agenda, were approved as presented.

The May 20, 2014 Closed Session Meeting Minutes will be approved after the Closed Session portion of the meeting.

Resident David Fox was present to ask the council about setting closing hours for the playgrounds at the RCC. He stated he is aware both Booth Park and Reagan Park have closing hours posted and he asked the council to do the same at the old grade school playgrounds. He has occasionally noticed people in the park until 11:00 PM and sometimes later. The Council advised him they will consider and act upon his request.

Mr. Fox also asked if the council could help slow down traffic in the neighborhood and around the playground. He stated he is concerned a child may be injured if vehicles are not slowing down. The council will consider the idea and add “Children at Play” signs as needed.

There were no other remarks from guests at this time.

Mayor Hill advised those present things are clicking along at the RCC. She and a few others are still finding their way through the red tape of organizing a day care at the center. She and Commissioner Johnson advised things must be done correctly when dealing with state agencies and it just takes time to get things up and running.

Mayor Hill advised the council the DCEO/CDAP grant and Safe Routes to School items should remain on the agenda even though there is little to report at this time. The council was given a copy of the DCEO Public Hearing Minutes to review and keep for their files. Mayor Hill expects to have news of at least one of the projects by this fall.

Clerk Leathers advised the council she had sent out “Invitation to Bid” packets to local Solid Waste Hauling contractors. The Council had previously agreed by motion to waive the request for bids and invite bids instead. The packets consisted of Invitation Letters and a Residential Solid Waste and Recycling Bid Specification Sheet outlining the village’s needs. She advised them there were only three (3) contractors in the area who offered both garbage hauling and recycling.

At the request of the council, bids are due in to Village Hall on or before noon on Friday, June 13, 2014.

Mayor Hill advised she has sent a copy of a “Disaster Preparedness” Ordinance to Village Attorney Bill Shirk for his review. Shirk has advised there have been major changes in this type of ordinance and he will compile a draft for review. Mayor Hill feels the council should consider the ordinance to facilitate disaster preparedness and response in the event of a natural or man-made disaster. Mayor Hill advised the council she will continue to review and research such.

The Council next learned the Motor Fuel Tax projects will be done in conjunction with Whiteside County Highway Department again this year. Project costs of approximately $31,556.30 will include sealcoating West Fourth Street, North and South Washington Streets and the alleyway behind the RCC. Alleys to be primed and double sealed are between N. Washington and N. Lincoln, between N. Lincoln and N. Joy Streets, between N. Joy and N. Main Streets and the alley between S. Washington and S. Lincoln Streets.

There were no building permits issued by Zoning Administrator, Ron Kuepker.

Reports of Village Officials

Commissioner Johnson reported the Recreation Board will meet this week. He advised they are working on plans for other outdoor activities. He stated he hopes to bring something to the next council meeting. Mayor Hill asked if they were working on a schedule for maintenance.

Mayor Hill reported the Tampico Area Historic Preservation Committee, (TAHPC), will meet June 12, 2014. She advised TAHPC will be doing a 50/50 drawing during Tampico Days to raise money for historic name plaques for the downtown’s historic buildings and to redo the downtown murals. Mayor Hill said the tickets will be $1.00 each or 6 tickets for $5.00. The winner will be drawn on Sunday, June 29, 2014 at the beer garden.

Commissioner Sigel asked about a record of incoming monies the village receives. Clerk Leathers had prepared the report as requested. Mayor Hill handed out the report saying she would like the council to review the figures before making the information available to the public.

Communications shared with the council included Ancel Glink’s question of the month dealing with city officials and employees accepting gifts and new contact information for IDOT in Region 2 that includes the village.

Commissioner Sigel asked about the landscaping around the RCC. She stated she would like to see the landscaping put on hold until things are completed inside such as the Day Care. Sigel stated she would hate to take funds away from heating and electric expense. Mayor Hill advised there have been no plans completed for the project. Commissioner Hill told Sigel some concrete work will need to be done near the building due to drainage issues. He told Sigel surface water and heavy rains seep into village offices and will eventually undermine the foundation unless something is done. Commissioner Maupin told Sigel they will not be rushing into anything right now. He stated it will eventually be leveled out and the necessary steps taken.

Bills were approved as present on a motion by Commissioner Johnson, second by Commissioner Hill. “Yes” votes were Johnson, Hill, Sigel, Maupin and Mayor Hill. The motion carried.

Clerk Leathers advised council members the verbatim Closed Session Meeting Minutes are on file in her office if they wished to read them. She has provided them with a review for their approval. The council approved the Closed Meeting Minutes.

A resident asked about reports of rusty water in the village. Mayor Hill advised her the discolored water was the result of the “freeze/thaw” over the hard winter. Mayor Hill advised the resident public works will be flushing water hydrants throughout the village the week of June 9 so the discolored water will be a bit worse before it gets better.

Mayor Hill asked if anyone else had anything before the council went into closed session. Resident Dave Fox told the council he appreciates the way things are being done the last few years especially the police department. He said the council is on track and things are being done nicely. He asked the council to keep up the good work. The council thanked him for his encouragement.

At 7:27 PM Commissioner Johnson made a motion, seconded by Commissioner Hill to leave the regular meeting and go into a closed session to discuss the appointment, employment, compensations, discipline, performance or dismissal of employees of the Public Body. “Yes” votes were Johnson, Hill, Sigel, Maupin and Mayor Hill. The motion carried.

At 7:48 PM Commissioner Sigel made a motion, seconded by Commissioner Maupin to adjourn the closed session meeting and return to the regular meeting session. “Yes” votes were Johnson, Hill, Sigel, Maupin and Mayor Hill. The motion carried.

A motion was made by Commissioner Johnson, with a second by Commissioner Hill to hire Peggy Hadaway as part-time / as needed help for cleaning the RCC for $8.50 per hour for a two week probationary period. “Yes” votes were Johnson, Hill, Sigel, Maupin and Mayor Hill. The motion carried.

A motion was made by Commissioner Maupin, with a second by Commissioner Sigel, to hire Katie Thomas as part-time / as needed help for cleaning the RCC for $8.50 per hour for a two week probationary period. “Yes” votes were Johnson, Hill, Sigel, Maupin and Mayor Hill. The motion carried.

There being no further business, the meeting was adjourned at 7:52 PM. The next regular meeting of the Tampico Village Council will be Tuesday, June 17, 2014, at 7:00 PM in the Reagan Community Center located at 202 W. Second St.
