REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

January 17, 2017

Reagan Community Center

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Derrick Maupin, Bruce Hill and Scott Meier were present. Commissioner Phalen Vancil was absent. Police Sergeant Boyd VanDellen was in attendance and Village Clerk, Kathy Leathers, recorded the written and audio minutes. The meeting was also video recorded.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the January 3, 2017 Regular Meeting were approved as presented.

Reports of Village Officials
A First Aid and Blood Borne Pathogen Kit have been ordered. And also looking into finding another company to resupply when needed.

Remarks from Guests
Village resident Al Morthland suggested putting a screw in the downspout out front of the Village Hall so the water isn’t running under the platform. Commissioner Hill said he will look into that.

Resident Morthland then asked about getting the flag pole up at the Village Hall. Commissioner Maupin and Mayor Hill explained that the ground is too hard for that project to be done now. It will be taken care of this spring.

Resident Morthland then told the council that the sidewalk and asphalt in front of the Post Office and Fire Department needs to be fixed this spring. Mayor Hill suggested Commissioner Meier put the issue on his list of projects to be done. Mayor Hill said since it’s private property we’ll have to do a share on the sidewalk if possible.

Unfinished Business
Mayor Hill told the council that if they have any questions regarding the Budget Worksheets, feel free to call herself or Clerk Leathers for help.

The council learned that there are no current updates on the Water Main Replacement Project.

New Business
Mayor Hill presented the List of Persons Required to File Statements of Economic Interest. The list looked accurate to the council.

Commissioner Maupin informed the council that they’re looking into changing Health Insurance Companies to try and save on the annual payment. The same company’s

renewal premium came back higher for this year compared to last years. Clerk Leathers and the Insurance agent were able to find a coverage, still with United Health Care, that will save approximately $8,700. Clerk Leathers said they did request figures from Blue Cross Blue Shield, Aetna and Humana, and their quotes were very expensive. For the same thing we have now, they were wanting $53,000 a year and $76,000 a year. Clerk Leathers said if we renew with United Health Care, it’ll keep things the same as they are now, and then we’re also working to have drug supplemental coverage for those who need it. Mayor Hill said that is an issue each year for the employees who are on regular prescriptions, because once you switch coverage it can become an issue. Their are 3 employees receiving health care benefits Clerk Leathers, Police Chief Terry Strike and Public Works Superintendent Pierce. A motion was made by Commissioner Hill and seconded by Commissioner Meier to accept the UnitedHealthCare renewal premium rates of $3,957.08 per month. “Yes” votes were Maupin, Hill, Meier and Mayor Hill. The motion carried.

Mayor Hill signed a Proclamation urging all citizens to participate in activities planned by the Tampico Area Historical Society & Museum and the President Ronald Reagan Birthplace to remember President Reagan’s birthday on February 6, 2016.

The Council’s discussion turned to Resolution No. R08-17-01-17 Confidentiality or Release of Closed Meeting Minutes from July 1, 2016 to December 31, 2016. Village resident Al Morthland asked if the public will receive a copy of the closed minutes. Mayor Hill said no and informed him that typically you don’t release minutes from a closed session, because you don’t take any actions in a closed session that you wouldn’t in an open session. Clerk Leathers also explained that they aren’t sent in agenda packets because those minutes do no leave the building. A motion was made by Commissioner Maupin and seconded by Commissioner Hill. “Yes” votes were Maupin, Hill, Meier and Mayor Hill. The motion was carried. The Closed Meeting Minutes will remain confidential.

There were no building permits to approve at this time.

Communications
Clerk Leathers turned the discussion to a flier the village received from Maguire Iron, who does yearly maintenance work to the village water tower. The flier includes information about what they plan to work on. If you have any questions Public Works Superintendent Pierce could answer those. Mayor Hill said there are copies available in the office.

Clerk Leathers then discussed Governor Rauner signing Senate Bill 550, which requires lead testing in schools and day cares. Mayor Hill said Public Works Superintendent Pierce monitors our town water very well, so this should not be an issue for us.

Bills were ordered paid on a motion by Commissioner Maupin and seconded by Commissioner Hill. “Yes” votes were Maupin, Hill, Meier and Mayor Hill. The motion carried.

Village resident Mary Jo Sigel asked if the village had heard anymore about the safe routes to school. Mayor Hill said no.

Sigel then asked if there is a copy of the audit in the office. Mayor Hill said that has not come back as yet. Clerk Leathers said they assured her last week that they were finishing up with the report, and that she should have it soon.

Village resident Al Morthland made mention that Clerk Leathers and the Utilities Clerk are not on the pay sheet. Clerk Leathers informed him it’s because they are both salaried.

The meeting adjourned at 7:23 PM. The next regular meeting of the Tampico Village Council will be Tuesday, February 7, 2017 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
