REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

December 6, 2016

Reagan Community Center

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Derrick Maupin, Bruce Hill and Phalen Vancil were present. Commissioner Scott Meier was absent. Police Chief Terry Strike was in attendance and Village Clerk, Kathy Leathers recorded the written and audio minutes. The meeting was also video recorded.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the November 15, 2016 Regular Meeting were approved as presented.

Reports of Village Officials
Mayor Hill reported she received a notice that the Girl Scouts will begin selling cookies on January 6th through the 29th, and they will be delivering them February 24th through March 19th.

Mayor Hill said the E-cycling went very well. Over 40 TVs were turned in. If someone wants to drop something off during the week during regular business hours, there is a key in the village office to the trailer for them to come and drop their items off. If someone needs help with their items, the village can set up a day for someone to be there to help. There should be more help during the spring because that’s when the items will need placed on the pallets. This is limited to village residents because it’s volunteers helping and our manpower taking care of it.

Remarks from Guests
Village resident Al Morthland asked the council what happened with all the water down at the end of Benton street. Mayor Hill informed him that there was a water main break. Morthland asked why it ran all weekend. Commissioner Hill said that they waited until Monday to fix the problem so that they had all the proper tools to get it taken care of. That way everyone in that area wouldn’t be without water for a long period of time. Morthland said that sand bags should have been put down because the water almost went down into Mrs. Cole’s garage. Commissioner Hill said that there was a pump running to try to help with all the water. Mayor Hill said that it is fixed now.

Resident Morthland then asked Police Chief Strike if he received his forensic report back yet on a writing sample of his that was sent in. Strike said no he hasn’t.

Resident Morthland then asked if a permit is required for people going door to door, because there were two guys doing that today. Mayor Hill said yes, a permit is required. She stated ask them if they have one, and if they don’t close your door on them. And also don’t be afraid to call it in. Resident Morthland mentioned when a someone he knows of was gone, they left one of the neighbors in charge, and they called the village police department and the county sheriff’s department, because the garage door was open and the light was left on, and neither one showed up. Strike asked what were the 2 gentlemen going door to door selling. Morthland said it was something for Com Ed and Nicor Gas. Mayor Hill said that’s what she talked about at the previous meeting. She said that these guys would be coming around and that they do have badges. Those people are allowed because it’s for the infrastructural improvement. If you have any questions, call the office.

Unfinished Business
The council learned that there are no new updates regarding the Water Main Replacement Project. Representatives from Willett, Hofmann and Associates, Inc. have been seen out completing the topographic study.

New Business
Mayor Hill turned the discussion to a new Ordnance up for approval. Ordnance No. O06-16-12-06 Taxpayer Bill of Rights to comply with state statues. The ordinance spells out the village’s right to collect for services provided and puts more authority into collecting was is owed. A motion was made by Commissioner Maupin and seconded by Commissioner Vancil. Yes votes were Maupin, Hill, Vancil and Mayor Hill. The motion was carried.

The Council discussion turned to Resolution No. R06-16-12-06 Intergovernmental Agreement with the Office of Illinois Comptroller that allows for a Local Debt Recovery Program with the State of Illinois Comptrollers Office. The State will collect on delinquent services owed to the Village from any state monies the delinquent user receives. A motion was made by Commissioner Vancil and seconded by Commissioner Hill. Yes votes were Maupin, Hill, Vancil and Mayor Hill. The motion was carried.

There were no building permits to approve at this time.

Communications
Clerk Leathers spoke about several laws coming up in Springfield. One has to do with an Overtime Rule, and that’s been put on hold indefinitely. There’s also another that has to do with reimbursement for travel expense, housing expense, food expense and those types of things. Clerk Leathers anticipates getting those back from Village Attorney Shirk for the next meeting. She told them travel expense reimbursement is not usually a concern here because the village pays for any training. She said mileage is usually the only reimbursement made by the Village and that is usually not an issue. Leathers said her office will wait to see what Attorney Shirk recommends.

Bills were ordered paid on a motion by Commissioner Hill and seconded by Commissioner Maupin. “Yes” votes were Maupin, Hill, Vancil and Mayor Hill.
The motion carried.

The meeting adjourned at 7:12 PM. The next regular meeting of the Tampico Village Council will be Tuesday, December 20, 2016 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
