REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

November 1, 2016

Reagan Community Center

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Bruce Hill, Scott Meier and Derrick Maupin were present. Commissioner Phalen Vancil was absent. Police Chief Terry Strike was present and Village Clerk, Kathy Leathers recorded the written and audio minutes. The meeting was also video recorded.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the October 18, 2016 Regular Meeting were approved as presented.

Reports of Village Officials
Mayor Hill reported that she has contacted the local Boy Scouts to see if they would be interested in helping with the Electronic Recycling. Mayor Hill stated that she’d like to try for November 19th, 9:00am-11:00am, for the first drop off date. She would also like to try for another date after Christmas. She asks residents to call the village if they have something to recycle.

Remarks from Guests
Resident Al Morthland asked Commissioner Hill if it’s illegal to steal internet. Hill said it is if they are using it without someones permission. Hill said it’s up to the individuals to secure their own internet access. Morthland said he’s referring to someone sitting downtown with their laptop. Hill told him that some businesses allow free WIFI for their customers convenience. Mayor Hill said she thought the Wisp had something set up as a convenience for tourists visiting downtown.
Unfinished Business
The council learned there are no updates regarding the Water Main Replacement Project.

New Business
There was no new business.

There were no building permits issued by Zoning Administrator, Ron Kuepker.

Communications
Clerk Leathers reviewed communications with the council including changes regarding the ordinance for low speed vehicles and golf carts. Commissioner Hill advised the change would require red reflecting markers on the back of the cart. Hill thought reflective tape might be the answer and could easily be done. Mayor Hill said

the ordinance amendment could be tabled until the spring when permits are usually approved.

Village Attorney William Shirk has also forwarded information regarding a change in state statute concerning Closed Session Procedures. Mayor Hill told those present that the council is already compliant with the state statute and Shirks recommendations.

Bills were ordered paid on a motion by Commissioner Maupin and seconded by Commissioner Hill. “Yes” votes were Maupin, Hill, Meier and Mayor Hill.
The motion carried.

Village resident Beth Etheridge wanted to voice her concern about the few village residents who attend the village meetings with only negative things to say. She believes the council, who were elected, do an amazing job for this town and feels that should be highlighted more so then the negative comments that are presented by other village residents at the meetings. She mentioned having people, who don’t even live in our town, going to our villages website for comic relief because of the ridiculous comments made by some villagers at the meetings. She feels it makes our village look poorly.

The meeting adjourned at 7:13 PM. The next regular meeting of the Tampico Village Council will be Tuesday, November 15, 2016 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
