REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

September 20, 2016

Mayor Kristine L. Hill called the Regular Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Bruce Hill, Scott Meier and Derrick Maupin were present. Commissioner Phalen Vancil was absent. Tampico Police Officer, Brian Oostenryk was also present. Village Clerk, Kathy Leathers, recorded the written and audio minutes. The meeting was also video recorded.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the September 6, 2016 Regular Meeting were approved as presented. September 6, 2016 Closed Meeting Minutes were also approved as presented.

Reports of Village Officials

Commissioner Maupin reported he had received an email from Matt Hansen, Willett, Hofmann and Associates, Inc. in regard to the water main project that was discussed about a month ago. He said the first step would be to get a rural development preliminary engineering report completed, along with the application forms. Commissioner Maupin asked that this topic be added to the agenda for the next meeting. Mayor Hill suggested that once further down the road with the infrastructure, that this can be incorporated with that plan. Village Clerk Kathy Leathers asked Commissioner Maupin to forward her the email from Matt Hansen, as well as Mayor Hill.

Remarks from Guests

A village resident, that lives across from the grade school, was wondering if there can be a No U Turn sign or No Parking sign put up across the street in front of the school. She said she’s spoke with Officer Oostenryk and every time he’s on duty he does wonderful, but people are doing U Turns and she is afraid for the kids. Mayor Hill asked where they are doing the U Turns. The resident told her on Hahnaman. Commissioner Meier said on Hahnaman / Kimball right in front of the school. The village resident does have a No Parking sign on her side of the street, but they line up on the other side where it’s not posted No Parking. And she’s worried for the children’s safety. The resident said it’s worse now with the semis coming down the road. Mayor Hill said the semi’s have complained because they can’t get two trucks through there. Mayor Hill suggests working with the school as they have in the past, but the village needs to work with them to see how they want to flow their traffic. Commissioner Meier said they have that whole big parking lot. The village resident said that the ones who are not using the parking lot will park on the side, open there doors and walk up to get the kids from the school. Mayor Hill suggests that those people should park on Fremont street or something. Commissioner Hill said they will look into it. Commissioner Maupin said it’s a pretty busy road. Commissioner Meier said they should just have no parking in front of the school when they have that whole parking lot. Commissioner Hill said they’re suppose to pull in to the parking lot, go through and around. Then stop at the end of the building and let the kids out at the sidewalk, then drive on. Mayor Hill isn’t sure if there are any “No U Turn” signs left, but will speak with public works about getting both “No U Turn” signs and “No Parking” signs put in there. Then there can be tickets and warnings given out and then they’ll stop. It’s for the kids safety. There were calls about this last year, so it needs to be readdressed. Mayor Hill also suggested that the teacher parking area be discussed as well for safety and pulling further up. Commissioner Hill said he’s heard from several semi drivers that they have issues driving through there, for those reasons and also because of some hanging tree branches. Mayor Hill said we should also look in to getting those trees taken care of since they are over the highway. Village Clerk Leathers said she’s not sure if there is anything left in the tree trimming budget. Mayor Hill said we can work with County on it, they might have something they can help us out with or even Com Ed because there are power lines through there.

Mayor Hill discussed village clean up day and electronic recycling. The last company she had contacted hasn’t gotten back to her yet, but it’s the same one that’s working with Sterling on their electronic recycling. There’s a good possibility to have a program here that won’t cost the village money, but can be done in conjunction with Sterling. She’s waiting to hear more from him because this is an under-served area and it would be like for TVs, computers. The bigger things people will have to recycle on their own such as refrigerators, washers and dryers.. This will be more for electronics. Mayor Hill spoke with him last week and tried calling today, but he hasn’t gotten back to her yet. Mayor Hill hopes to hear from him very soon. Mayor Hill said if this doesn’t cost anything, she asked if she has the boards blessing to put this into place. The council agreed. Commissioner Hill said it sounds like a good idea. Mayor Hill said if there is cost, it can be put on the next agenda. Otherwise will get the ball rolling because the manufacturers pay more if the community is under served.

Mayor Hill discussed setting a special work meeting for infrastructure planning. This is about another step that has to be done for the infrastructure for the Enterprise Zone. Have to lay out a 12 year plan, 6 years to past and 6 years to future. Mayor Hill said it would be better to meet and go over projects we’ve had, what are future is looking into and get these scheduled. We have examples from Morrison and a spreadsheet has been started for us and what we’ve accomplished so far and plugging in all the numbers to see where we’re at for funding and what sources we can use whether it’s grants or different departments. Public Works Superintendent, Tom Pierce, will be coming as well so we all know what’s going on. This needs to be done by the first of the month. The Council agreed to meet Monday, September 26th at 5:15pm.

Building Permits issued by Zoning Administrator, Ron Kuepker were: 110 S. Washington Street – new roof; 201 W. Market Street – new garage roof.

There were no communications.
Bills were ordered paid on a motion by Commissioner Maupin with a second by Commissioner Hill. “Yes” votes were Maupin, Hill, Meier and Mayor Hill. The motion carried.

The meeting adjourned at 7:16 PM. The next regular meeting of the Tampico Village Council will be Tuesday, October 4, 2016 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
