SPECIAL MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

March 22, 2016 – 7:00 PM – Reagan Community Center

Mayor Kristine L. Hill called the Special Meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Bruce Hill, Scott Meier and Derrick Maupin were present. Commissioner Vancil was absent. Also present were Police Chief Terry Strike and Fire Chief Brian Wetzell. Village Clerk Kathy Leathers recorded the written minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Mayor Hill reviewed the proposed inter-governmental agreement between the Village of Tampico and the Tampico Fire Protection District regarding the Storm Warning Siren. She asked if anyone had any questions. Chief Wetzell asked the mayor what happens if the Fire Protection District Trustees do not agree to the proposed agreement. Mayor Hill told him things should be able to be worked out.

Resident Al Morthland asked if the siren would just be blown for storms or if it would be blown for fire calls. He was told just for storms.

Mayor Hill requested the Village Clerk read the proposed agreement. “Agreement made by and between the Village of Tampico, in care of Kathy Leathers, Village Clerk, 202 W. Second Street, Tampico, Illinois, hereinafter ‘Village’ and the Tampico Rural Fire Protection District, in care of Karl Kovark, PO Box 368, Tampico, Illinois, hereinafter ‘Fire Department’.

-The Village has obtained grant funds in order to purchase and erect an emergency siren and pole.
-The Fire Protection District has agreed that the siren and pole shall be erected on real property owned by the Fire Protection District.
-The Village and the Fire Protection District have agreed that after the siren and pole have been erected at the cost of the Village through the grant, the Fire Protection District will receive ownership of the siren and pole.

NOW THEREFORE, The Village and the Fire Protection District , for good and valuable considerations, the receipt of which are hereby acknowledged, agree as follows:

-The Village will pay toward the cost to erect an emergency siren and pole on property commonly known as 105 N. Main Street in Tampico, Illinois, real estate owned by the Fire Protection District.
-After the siren and pole are erected, this Agreement shall constitute a Bill of Sale and a transfer of ownership of the siren and pole to the Fire Department. After the siren and pole are erected the Village will no longer have any ownership interest in the siren or pole.
-The Recitals stated above are hereby made a part of the Agreement as if fully set forth.
-The Village and the Fire Department warrant that by having the appropriate officials sign this Agreement, that the officials have due authority to sign on behalf of their respective entities and that this Agreement is enforceable and a valid act of each entity.”

The Agreement was approved on a motion by Commissioner Hill with a second by Commissioner Meier. “Yes” votes were Hill, Meier, Maupin and Mayor Hill. The motion carried.

The meeting adjourned at 7:10 PM.

The next Regular Meeting of the Tampico Village Council will be Tuesday, April 5, 2016 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
