REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Kristine L. Hill called the regular meeting of the Tampico Village Council to order at 7:00 PM.

Commissioners Bruce Hill, Scott Meier, Phalen Vancil and Derrick Maupin were present. Also in attendance was Police Chief Terry Strike. Village Clerk Kathy Leathers recorded the written and digital minutes.

Mayor Hill led those present in the Pledge of Allegiance.

Minutes of the August 10, 2015 Re-Scheduled Meeting Minutes were approved as presented.

Resident Mary Jo Sigel asked Mayor Hill if the emergency storm warning siren had been ordered yet. Mayor Hill advised her the siren has been ordered and they are waiting on the status of the generator. Commissioner Hill will check with Fire Chief Brian Wetzell to see if he has any estimates. Mayor Hill said it’s moving forward.

Al Morthland asked the “Street Commissioner” what streets the village is doing this year. Mayor Hill told him the council has already done the MFT, (Motor Fuel Tax). She said she is not exactly sure of the agenda but it has been scheduled for this year. He was told the alleys on the east side of town and the repaving of East Third Street. Sigel asked if the council had a map of that. Mayor Hill told her they did at previous meetings. Clerk Leathers said a map is available from her office. Sigel wanted to know if she could get one. Mayor Hill said the project was approved last winter by the old council.

Morthland wanted to know if the two new commissioners were given the book to read to see what the city government is made of and what their…. Mayor Hill told him they know what their responsibility is. Morthland said that is not what he asked. He said he asked if they were given the book so they could read what their responsibilities are. Mayor Hill told him they get a Code Book, they understand what they are supposed to do and are open to any questions, communications. Morthland asked Commissioner Meier if he had got it to read it. Meier told him it is at his house and he has been reading through it. Morthland then asked the commissioners if they knew they had more power than the Mayor. He reaffirmed his thought by saying yes they do. Mayor Hill told him she is the presiding officer. She then asked him if there was anything else.

Mayor Hill next opened discussion on the various village departments and which commissioner should be appointed to each. She said Commissioner Meier should go to
Streets and Alleys. Commission Maupin should go to Accounts and Finance.

Commissioner Hill would be back with Public Safety and then Commissioner Vancil would be Recreation and Water / Sewer. Mayor Hill told Vancil Commissioner Maupin could help him with water/sewer as well.

Mayor Hill asked for a motion to approve Village Commissioner Department appointments as follows: Accounts and Finance – Derrick Maupin; Health and Safety – Bruce Hill; Streets and Public Improvements – Scott Meier and Public Property – Phalen Vancil. A motion was made by Commissioner Hill, seconded by Commissioner Meier to approve the appointments as discussed. “Yes” votes were Hill, Meier, Vancil, Maupin and Mayor Hill. The motion carried.

Mayor Hill read a letter of resignation from Kathryn McNinch from the Tampico Historic Preservation Advisory Committee, (THPAC), citing she no longer has time for the committee. A motion was made by Commissioner Vancil, second by Commissioner Maupin to accept McNinch’s resignation. “Yes” votes were Hill, Meier, Vancil, Maupin and Mayor Hill. The motion carried. Mayor Hill said it would be put on the next meeting’s agenda to discuss and appoint someone else to the Committee.

There were no building permits issued by Zoning Administrator, Ron Kuepker.

There were no reports from Village Officials since the last meeting.

Mayor Hill told the council of a nice story about Julie, [Stees], restaurant and the village’s daycare. The article were in a publication of “Small Town Living” that came in the mail. Mayor Hill stated there are other nice articles in there too. She noted there are several extra copies in the office and copies can be made if needed.

Bills were paid on a motion by Commissioner Maupin, second by Commissioner Vancil. “Yes” votes were Hill, Meier, Vancil, Maupin and Mayor Hill. The motion carried.

Morthland asked Commissioner Meier to check on trees growing in the alleys. Meier advised him he would look into it.

The meeting adjourned at 7:10 PM. The next regular meeting of the Tampico Village Council will be Tuesday, September 1, 2015 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
